Service New Brunswick (SNB) is seeking a Senior Business Systems Analyst to join the Business Application Services Branch within the Technology Services Division to support the Forest Fire Management Branch of the Department of Natural Resources and Energy Development (DNRED) with the design and implementation of an integrated Wildfire Management solution. This multi-year project will replace and/or integrate with existing business applications and automate existing manual processes.

What will you be doing?

Reporting to the Manager of Business Application Services (DNRED), the Senior Business Systems Analyst will be part of a team that will deliver application services for a suite of business applications used by staff across the province.

Your responsibilities will include but are not limited to:

  • Eliciting and clearly documenting business and system requirements by working closely with the Product Owner, subject matter experts and other stakeholders to fully understand the business needs.
  • Performing gap analysis of requirements.
  • May include working closely with procurement for the development and scoring of one or more request for proposals (RFPs).
  • Documenting application processes and procedures, including technical specifications.
  • Writing clear and concise user stories.
  • Providing recommendations for solutions and participation in solution development- including planning, design, procurement/development, testing and implementation.
  • Participation in evaluating and planning software implementation and integration with other systems.
  • Working with various stakeholders (business team, application support team, DBAs, software vendors, other jurisdictions, and other development teams) to ensure successful implementation.
  • Ensuring that software applications are configured to meet standards and are operating at optimal performance levels.
  • Conducting training of super-users on software applications, software delivery frameworks, and/or business processes.
  • Finding innovative ways to improve existing processes to make them more efficient or effective.
  • Investigation and resolution of issues and conducting root cause analysis.
  • Preparing other documentation as required.

What do you need to be successful?

ESSENTIAL QUALIFICATIONS:

  • A university degree of four (4) years in Computer Science, Computer Engineering, Business or related discipline and a minimum of four (4) years of related experience.
  • Experience developing and documenting business requirements, system design, and system specifications.
  • Experience working with large software systems consisting of web interfaces, client-side interfaces, and multiple integration points.
  • Experience with SQL Server and/or Oracle databases.

Subject to the response to this competition, an equivalent combination of training and experience may be considered, or the required years of experience may be increased.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

  • Experience with designing or supporting applications with GIS integration
  • Experience developing and scoring a RFP
  • Computer programming and familiarity with a variety of development environments, technologies, and methodologies
  • Experience with .NET
  • Experience with Agile development practices
  • Experience with Azure DevOps
  • Database design experience

OPERATIONAL REQUIREMENTS:

  • Periodic weekday evening and weekend work hours will be required.
