Senior Cost Estimator
Project & Construction Management

Position Description:
With no direct reports, the Senior Cost Estimator will report to the Manager of Project Control and PMO. The Senior Cost Estimator will work in a team of highly talented and professional project control groups to support our Capex Portfolio for the cost estimation and budgeting of the projects. The incumbent will develop, analyze, and coordinate estimate plans for projects of different sizes and complexity in coordination with internal and external stakeholders and present them at various management levels to justify the cost.

-The successful candidate will leverage their experience and knowledge to gain awareness of the current marketplace and trends to gain cost advantages and develop effective bid strategies.
-Establish and maintain positive relationships with the project teams and continuously improve development, and mentor others for cost estimation, cost negotiation, issuance of purchase orders, monitoring progress, and schedule alignment.
-Develop risk management strategies with the department managers to improve budget estimates for all projects in the fiscal year portfolio and 5-year capex plan.
Accountabilities:

-Collaborate with project teams and manufacturing staff to analyze all cost elements, general conditions, construction methodology and schedules during the Tender/Pre-Construction process.
-In cooperation with internal and external stakeholders, prepare detailed project cost estimates using a scope, schedule, design, drawings, specifications, labor market conditions and other factors influencing the cost.
-Prepare complete quantity take-offs from tender drawings; issue tender packages, review quotes and make recommendations for award.
-Inquire from vendors and clients for alternate approved materials, search, analyze, and communicate options for the most cost-effective suppliers and construction methods.
-Attend pre-bid meetings to determine the scope of work, review design options and recommend best solutions to Project Managers.
-Participate in lessons-learned meetings with the Project Manager to determine areas for improvement and implementation in future projects.
-Acts as a project control lead on multiple projects as and when required to support the Capex Portfolio.
Required Skills/Qualifications:

-A minimum of 10 years of direct experience as a Cost Estimator on projects ranging from $2.0M to $20.0M in the general construction or heavy industry, or steel industry.
-Post-secondary diploma or degree in engineering/technical discipline. Or B.A., Or B.SC.
-Cost estimator certification, PMP certification, SAP experience, or MBA from a recognized body will be considered an asset. 
-Strong Knowledge of cost estimation software, Word, Excel, PowerPoint, and M.S. Office suite.
-Ability to understand, interpret, and navigate through technical design, tender drawings, and specifications.
-Familiarity with drawing reviews, contract administration, document management, scheduling software, and change order procedures.
-Knowledge of fundamental principles involved in bid preparation, including quantity take-off procedures, sub-trade procurement, pricing and bid closing procedures.
-An individual contributor and good team player with excellent communication and interpersonal skills.
-Excellent organizational, time management, and communication skills.
Work Environment: 
-Office environment with frequent plant work.
-Occasional travel.
 
Hours of Work:
-Normal hours of work are daytime, Monday to Friday, with occasional extended hours as required due to periods of peak workloads and special project commitments.
-Flexibility to determine workday start and end times, to fit personal needs.
