About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

Corporate Strategic Services (CSS) plays a critical role in supporting the entire organization. Comprised of Corporate Communications and Stakeholder Relations, Corporate Policy, Corporate Privacy and Information, Sourcing and Vendor Performance, Strategy & Business Transformation and the Project Management Office, CSS is driven by customer-service and taking action to advise, consult and support each business area throughout the LDB.

The CSS team is comprised of approximately 50 staff. What brings CSS together as a team is the ability to work together to support both the operational areas of the business and other support areas (e.g., Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.

About this role:

The Senior Manager of Communications and Stakeholder Relations reports to the Director of Corporate Communications and Stakeholder Relations and is responsible for leading, developing and implementing internal and external communications strategies and tactics, including corporate Communications and media relations. The department develops a variety of corporate and employee publications, including public information materials and the LDB's Annual Report, Service Plan and Mandate Letter.

The Senior Manager of Communications and Stakeholder Relations functions at a senior level and provides management expertise, communications advice and direction to the General Manager and Chief Executive Officer (CEO) and senior executives, and ensures the consistent and effective implementation of communications plans, policies, procedures and standards throughout the LDB. The position also provides media relations expertise and functions as a media spokesperson, where appropriate.

This position functions in a fast-paced, high-profile, empowered, dynamic and issues and results-focused environment where priorities are continuously changing, requiring the incumbent to excel under pressure, manage multiple priorities and meet tight deadlines. The program can be challenging and is strategic in nature and wide in scope.

Special requirements and working conditions include the ability to maintain a current understanding of issues of concern related to the Branch and the beverage alcohol industry, in order to respond to media, public, government, and industry enquiries, and to advise other Ministry and Branch officers and departments when required.

A successful completion of a criminal record check is required.

Position requirements:

Education and Experience:

Degree or diploma in communications, public relations, journalism, or a related discipline and a minimum of five (5) years of recent, related experience*.

OR

Seven (7) years of recent, related experience* may be considered in lieu of the educational requirement.

*Recent, related experience must have occurred in the last eight (8) years and must include the following:

  • Experience identifying media and public issues that require proactive management.
  • Experience preparing appropriate responses for spokespeople and/or for use by the media.
  • Experience providing advice, direction, coordination to Executives and/or project teams dealing with corporate initiatives or communication projects.
  • Experience leading teams, supervision of workloads and/ or performance management.
