Senior Procurement Specialist
Adecco is currently recruiting for a Senior Procurement Specialist. This is a 2-year Onsite contract opportunity with a possibility of extension. This role is with one of our public sector client based in Ottawa. The successful candidate must have a valid Secret Security Clearance.
The Senior Procurement Specialist will have the following responsibilities:

  • Reviewing procurement strategies for the procurement of goods, services or Professional services;
  • Preparing procurement related documentation for procurement and contracting related activities, including but not limited to procurement plans and risk assessments;
  • Auditing procurement files to ensure accuracy and completeness according to policies;
  • Participate in all Project meetings to ensure a proper understanding of the clients needs.
  • Preparing complex types of procurement related documentation, including Supply Arrangements (SAs), Requests for Standing Offers (RFSOs) and Requests for Proposals (RFPs) for the procurement of goods, services or Professional Services;
  • Reviewing, analyzing and validating Sustainment Business Case Analysis documents;
  • Reviewing, analyzing and validating Statements of Work (SOWs) and bid evaluation documentation for completeness, adherence to procurement regulations for the procurement of goods, services or Professional Services, and making appropriate recommendations;
  • Reviewing, analyzing and validating procurement and contract files for completeness, adherence to procurement regulations and staffing protocols prior to file authority review, and making appropriate recommendations while maintaining document version control;
  • Administering and coordinating bid evaluations;
  • Maintaining electronic library of work in progress, delivered items and reviewed comments, and performing version control;
  • Maintaining dialogue with the Contracting Authority (CA) of procurement files throughout the
duration of the procurement process, keeping the CA apprised and providing status reports upon request;
  • Responding to questions and answers from the Technical Authority (TA) of procurement files
relevant to applicable procurement files;
  • Contractor is required to actively participate in the overall management of all activities related to this SOW and will be directly responsible for the effective supervision and coordination of the efforts of its personnel to minimize the effort required by client to manage the requirement;
  • The Contractor is responsible for all work produced under this Contract, including completeness, accuracy and adherence to all relevant safety and environmental regulations, rules, and good practices;
  • The Contractor must maintain an electronic library of work in progress, delivered items and review comments, and must perform version control.
The Senior Procurement Specialist must meet the following mandatory requirements:
  • Must have seventy-two (72) months of combined experience, within the last one hundred and twenty (120) months, in developing or reviewing procurement or contracting documentation for the Federal Government of Canada. Experience must include all of the following: Procurement Plans, Sustainment Business Cases, Statements of Work, Risk Assessments, Request for Proposals, Solicitation Documents, Bid Evaluations, and Contracts;
  • Must have seventy-two (72) months of combined experience, within the last one hundred and twenty (120) months, working with Microsoft Excel, Word, and Outlook software applications;
  • Must have thirty-six (36) months of experience, within the last one hundred and twenty (120) months, providing Procurement Support to a project over $100M.
  • Candidate must hold a valid Secret Clearance.
