Job Description: Shelter Manager

Position Summary:

The Shelter Manager is a critical leadership position within Open Arms, responsible for the overall management of shelter operations. This role requires a blend of strong operational oversight, staff management, and strategic relationship building. The Shelter Manager ensures that shelter services are delivered effectively, policies are adhered to, and programs are evaluated for impact.

Essential Duties and Responsibilities:

Staff and Human Resource Management:

  • Direct supervision of shelter staff, including scheduling, payroll management, hiring, and training.
  • Conduct performance evaluations and manage HR issues, ensuring staff compliance with shelter policies.
  • Lead by example, embedding a mission-driven approach to address social challenges in daily operations.

Operational Management:

  • Oversee guest intake processes and ensure proper case management procedures are followed.
  • Maintain financial discipline within shelter operations, adhering to budgetary and financial policies.
  • Ensure the shelter environment is safe, welcoming, and adequately equipped with necessary supplies.
  • Coordinate healthcare access for guests and ensure meal planning meets nutritional standards.

Strategic Relationship Building:

  • Develop and maintain relationships with external partners and service providers.
  • Represent the shelter in regional coordination efforts to enhance service impact.

Program Development and Evaluation:

  • Collaborate with the Executive Director to conduct program evaluations, utilizing findings for strategic planning and operational improvements.
  • Seek funding opportunities through grants and donations to support and expand shelter operations.

Reporting Structure:

  • Reports directly to the Executive Director.

Qualifications:

  • Leadership experience in a shelter setting or related field.
  • Strong organizational, communication, and interpersonal skills.
  • Proficiency in case management software and financial management.
  • Ability to handle high-stress situations and make informed decisions promptly.

Key Performance Indicators (KPIs) for the Shelter Manager:

  • Staff Retention Rate: Measure the ability to maintain a stable and motivated staff.
  • Guest Satisfaction Levels: Utilize feedback and surveys to gauge the quality of services provided.
  • Compliance Adherence: Ensure all operations meet legal and policy standards without violations.
  • Financial Management Efficiency: Track budget adherence, cost savings, and financial sustainability of shelter operations.
  • Partnership Effectiveness: Evaluate the strength and utility of external partnerships in enhancing service delivery.
  • Program Impact and Improvement: Assess program outcomes based on evaluations, indicating areas of success and needed adjustments.
  • Emergency Response Effectiveness: Evaluate the preparedness and response to emergencies, ensuring minimal impact on shelter operations and safety.
