Nature of Organization

Iris Kirby House Inc. is a non-profit organization that provides a safe and secure refuge for women, with or without children, who are experiencing intimate partner violence. The organization operates two Transition Houses (Iris Kirby House, St. John's, and O’Shaughnessy House, Carbonear) as well as numerous second stage properties in the St. John’s metro and Carbonear. The head office of Iris Kirby House Inc. is located in St. John’s.

Nature of the position

Reporting to the Executive Director of Iris Kirby House Inc, the Shelter Manager position is responsible for overseeing the daily operations and supervision of staff at O’Shaughnessy House (OSH) and is responsible for setting and achieving the high standards of a professional environment. The role is responsible for providing leadership to staff, implementing and ensuring adherence to Board Policies, and working as part of a team in all aspects of the organization’s human resources. The incumbent for this position must utilize strong feminist and ethical values and ensure that the vision and core values of the organization are adhered to and that all work is in line with the strategic plan. The Shelter Manager will ensure a safe and secure work environment, and is responsible for communicating job expectations, planning, monitoring and appraising job results.

Managers Responsibilities:

The Shelter Manager is responsible for directing service delivery to clients of O’Shaughnessy House. The main focus of this position is:

· Coaching, counselling and managing performance for all staff at OSH.

· Performing quality controls and monitoring production Key Performance Indicators.

· Compiling, analyzing and submitting statistics and reports related to transition house services, for internal program development and assessment purposes.

· Accomplishing objectives through managing staff, planning, and evaluating shelter activities.

· Building positive interpersonal relationships with co-workers, clients and the general public.

· Promoting a positive, respectful and safe work environment.

· Managing budgets and forecasts by providing input into the budget planning process to ensure adequate staffing and resources for services and program delivery.

· Managing client services by ensuring the coordination of all resources to meet client needs.

· Maintaining safeguards of client records and assets.

· Maintaining a strong understanding of the collective agreement and how it applies to unionized transition house staff.

The Shelter Manageris responsible for:

Leadership

Supervising and monitoring the day-to-day work of Transition House Counsellors by:

· Being part of the leadership team of the organization with respect to decision making;

· In partnership with the Executive Director, representing the organization in the community;

· Providing consultative services and de-briefing for Transition House Counsellors on emergencies, problems, or difficult matters, both during and outside of regular working hours (if on call); consulting with the Executive Director on these issues, as necessary

· Reviewing shift change and other reports with Transition House Counsellors. Providing direction when required and in consultation with Case Manager/Team Lead.

· Maintaining regular contact with Transition House Counsellors at O’Shaughnessy House.

Human Resources

Along with the Iris Kirby House Human Resource Manager, the Shelter Manager is responsible for:

· Providing initial orientation and training of new Transition House Counsellors at OSH.

· Evaluating performance of Transition House Counsellors through the review of case documentation and shift change reports.

· On-going monitoring of work quality of Transition House Counsellors

· Identifying training needs, which are referred to the Executive Director for consideration.

· Understanding, interpreting, and applying the collective agreement in supervising unionized employees.

· Working in conjunction with the Executive Director and Human Resource Manager in relation to the identification, investigation, and implementation of disciplinary matters when and where necessary.

· Managing all leave requests and ensuring the accuracy of timesheets for all Transition House Counsellors.

· Maintaining leave records and ensuring balances are accurate on a bi-weekly basis.

· Developing and maintaining the shift schedule for Transition House Counsellors; ensuring Transition House Counsellors are scheduled and available to work on a 24-hours-per-day, seven-days-per-week basis; making decisions regarding the need for additional Transition House Counsellors coverage and telephoning Relief Transition House Counsellors when and where necessary.

· Compiling accurate documentation and overseeing all anomalies relating to scheduling, attendance, leave usage, and coverage.

· Adhering to bi-weekly payroll deadlines and submitting required timesheet information to the Financial Manager.

· Posting the bi-weekly seniority list for relief Transition House Counsellors, and the annual posting of the seniority list for permanent Transition House Counsellors, as per the Collective Agreement.

· Generally assisting the Human Resources Manager in compiling and transferring relevant documents relating to personnel files.

Psychological Safety in The Workplace

  • Promoting a positive, respectful, and safe work environment.
  • Ensuring all staff are treated in a fair and supportive manner.
  • Ensuring familiarity and adherence to the Respectful Workplace Policy.
  • Demonstrating the Canadian Standard on Psychological Health and Safety principles.

Administration

· Coordinating the reporting of statistical information and ensuring that monthly statistics and statistical reports are submitted to the Executive Director.

· Overseeing efficient and accurate record-keeping regarding resident files, distress calls, ex-resident calls, non-resident calls, other calls, shift change reports, and other required documentation; ensuring that shelter records are adequately maintained.

· Developing forms and standardized documents.

· Ensuring all Transition House Counsellors are using data collections tools as required by the organization.

· Identifying funding opportunities.

· Meeting with members of the Board of Directors of Iris Kirby House, when requested, on matters relating to the functioning of the organization.

Supporting Team Lead in Direct Client Services

· Supporting Team Lead in all duties performed by Transition House Counsellors including crisis intervention; providing non-judgmental support; dealing with intakes/admissions; providing advocacy/referral services; responding to distress, ex-resident, and various other kinds of telephone calls.

· Supporting Team Lead in acting as an advocate for residents in their dealings with community agencies.

· Responding to alarms at Second Stage housing units with support of outreach staff.

· Supporting Team Lead in resolving conflicts that may arise as a result of the shelter’s cooperative living environment.

Oversight of Shelter Facilities

· Ensuring safety checks and fire drills are conducted and monitoring overall safety practices on a day-to-day basis.

· Notifying the property maintenance staff of any need for repairs or maintenance ensuring the Executive Director is informed of any significant matters.

Outreach/External Agencies

· Liaising with external agencies that provide services to women and children affected by abuse; where appropriate, participating in joint training initiatives with these agencies.

Manager Qualifications / Skills

· A Master's degree in a related field, and 5 to 7 years related work experience, or an equivalent combination of training and experience.

· Progressive supervisory and management experience in a unionized environment.

· Excellent conflict management skills, problem solving skills and team building skills.

· Strong people management skills ad the ability to effectively manage, coach and develop a diverse staff.

· Working knowledge of provincial statutes, regulations and policies relating to Child, Youth and Family Services, Newfoundland and Labrador Housing Corporation, and victims of abuse.

· Knowledge of the psychology behind victims of abuse.

· An understanding of the dynamics of working in a shelter for abused women and their children.

· Knowledge of crisis intervention.

· Demonstrated supervisory and team-building abilities.

· An ability to build positive interpersonal relationships with co-workers, clients, community organizations, and the general public.

· A demonstrated ability to use a wide variety of computer software.

· A demonstrated ability to build and maintain a strong team environment with an inclusive, collaborative and supportive management approach.

· An ability to work independently and self-manage.

· Strong written and oral communication skills

· Strong Analytical Skills

· Nonviolent crisis intervention and trauma informed care training are both assets.

· A valid Newfoundland and Labrador driver’s licence

· Knowledge of HIFIS (Homeless Individuals and Family Information System) (Asset)

Salary & Conditions of Work

This job takes place in both a working shelter and an office environment. It involves computer use, sitting for lengthy periods. The Shelter Manager is also required to deal with emotionally distressed individuals and volatile situations. While the regular hours of work will be 40 hours per week, there will be times when shift work or time beyond regular working hours is required. The Shelter Manager may be expected to be on call.

Travel between the St. John’s and Carbonear transition homes may be required, as well as possible travel to secondary housing sites. Work demands may require working outside of Monday to Friday business hours.

This is a full-time, non-bargaining unit position. Benefits include annual leave, sick leave, pension contribution and access to employer cost-shared health care plan.

The Board retains the right to change the nature of the above duties, or to assign additional duties to the Shelter Manager and retains the right to reassign one or more of the duties listed above to another employee, contractor, or Board member.
