Responsibilities

 

As a Specialist – Contract Security Program/ACSO you will be directly reporting to the Company Security Officer (CSO) ensuring EY’s ongoing compliance with requirements of the Canadian Industrial Security Directorate’s Contract Security Program (CSP). You will be the main point of contact with the Government Representatives.

 

You will be responsible for complex security clearance submissions, while overseeing a junior employee responsible for routine submissions. You will be the Subject Matter Expert (SME) for EY on best practices, looking and implementing for continuous improvement opportunities.    

 

General

  • Perform duties and obligations of ACSO and the Controlled Goods Designated Official (DO).
  • Ensure compliance with Public Services Procurement Canada’s (PSPC) Contract Security Program and Company Security Policies.
  • Provide advice and guidance to EY employees on all aspects of PSPC’s Contract Security Program and Company Security Policies.
  • Perform tasks/initiatives delegated from CSO, and act as general back-up in the CSO’s absence.
  • Foster collaboration/coordination with other EY stakeholder groups (e.g. Talent, Information Technology, engagement teams).
  • Support Proposal/RFP teams by providing advice and guidance on PSPC’s Contract Security Program.
  • Act as main point of contact with government officials.
  • Conduct mandatory security briefings to employees that obtain security clearances, manages firm security education and awareness initiatives.
  • Review existing internal processes, identify and recommend process improvement/automation opportunities, drive subsequent projects through to adoption. 
  • Provide general supervision of more junior ACSO(s): oversee and evaluate performance, provide training, coaching and mentoring.
  • Manage workflow – prioritization, provide coverage in the event of absences or volume spikes.

 

  1. Personal Security Clearances
    • Oversee or prepare the preparation of submissions for EY employees to obtain personal security clearance.
    • Serve as escalation point for more junior ACSO(s) and manage complex/sensitive employee security clearance application cases.
    • Act as main point of contact for government representative(s) on complex security cases, which often require interpretation of nuances in the government’s policies.
    • Ensure that internal and external security records and databases are maintained in good standing and that timely and accurate reports are generated.
  2. Facilities
    • Prepare and oversee the preparation of documentation and renewals in supporting Facility Security Clearance (FSC) and Document Safeguarding Capability (DSC) for various EY sites.
    • Prepare for and facilitate periodic security inspections as required.
  3. Controlled Goods
    • As Designated Official (DO) under the Controlled Goods Program (CGP), complete and oversee the completion of regular reporting of Controlled Goods assessments approaching expiry and complete new assessment requests.
    • Identify and analyze risk requirements for resources with contracts requiring access to Controlled Goods.

  • Project management skills for implementation of process improvements/automation initiatives.

 

Qualifications

  • 5+ years of relevant work experience as ACSO or in a relevant Government of Canada security role.
  • Must be eligible to work in Canada and obtain clearance under the CGP.
  • Hold or be eligible to hold Security Clearance to the Secret level with the Government of Canada’s Industrial Security Program.
  • Proficient in the use of Online Industrial Security Services portal (OLISS).
  • Advanced knowledge the Government of Canada’s Policy on Government Security and the instruments used to ensure compliance with it, including Security Requirements Check List (SRCL) and Private Sector Organization Screening (PSOS).
  • Post-secondary degree or diploma, ideally in business or a related field.
  • Sound knowledge of Microsoft Office Suite.
  • Experience leading and executing projects across stakeholder groups.
  • Experience providing coaching and mentorship to employees.
  • Ability to come to the office as need (minimum 1 day a week) to support with the Facility Security requirements.
     

Ideally you will also have:

  • Fluency in English, working knowledge of French is an asset.
