Position: Specialist - Grants and Revenue
Salary Range: Band 7 - $ 79,206 - $ 94,456
Location: Business Services, J.W. Singleton Education Centre
Work Schedule: 35 hours/week, 12 months a year
Effective Date: As Soon As Possible
Position Summary:
The Grants and Revenue Specialist is responsible for the reporting of all revenues, detailed grant calculations and enrollment reporting included in the Ministry Education Finance Information System (EFIS). The Grants and Revenue Specialist coordinates with the Planning Department, Information Technology (OnSIS Team), International Students Department and other departments as required to ensure accurate reporting of our enrollment information from our Student Administration System (Aspen) to EFIS.
The HDSB recently introduced a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.
Key Responsibilities:
Acquire and maintain comprehensive knowledge of school board funding including in depth understanding of Ministry Grant Regulations
Review provincial benchmarks and board specific factors to maximize HDSB Grants and anticipate future funding changes
Analyze grant variances for all Ministry reporting cycles, Estimates, Revised Estimates, and Financial Statement as well as Interim reporting to the Board
Provides direction to the OnSIS Team regarding data exceptions in the systems that affect grant calculations
Clarifies rules for school register reporting requirements
Works with the OnSIS Group to ensure reports and queries developed in house continue to provide correct student data related to grant funding
Converts September enrolment projections from the Planning department into Full Time Equivalent (FTE) then to Average Daily Enrolment (ADE)
Reviews past trends to calculate part time pupil factor and project March 31 retention or growth rates
Works with Planning Department to coordinate and submit 4 year projections annually to the Ministry
Calculates required enrollment sents for every reporting cycle (for Ministry reporting purposes and for Board internal use including, staffing, decentralized school budget model, Senior Admin and Board reporting)
Responsible for the coordination for Revenue reporting for all Ministry reporting cycles as well as Interim reporting to the Board
Completes variance analysis for each reporting cycle including Financial statement back-up and support for external auditor queries
Board liaison for Ministry EFIS reporting issues and Technical Lead
Develops reports in the budget software
Work with other budget staff and IT to create reports for both Ad Hoc and internal reporting to the Board
Qualifications:
Minimum Requirements Required:
A University degree or equivalent in a Business field (Commerce, Accounting or Business Administration)
Four years of financial analytical experience
Accredited Accounting Designation (CPA)
Excellent knowledge of Financial Information Systems
Excellent communication and spreadsheet skills
Preferred Requirements Required:
6 years of financial analytical experience (preferably in an educational setting)
Advanced technical computer skills including report and query writing
