OVERVIEW OF THE FUNCTIONS OF THE POST

BACKGROUND

Established in 1999, the UNESCO Institute for Statistics (UIS) serves as UNESCO’s statistical agency for its 193 member states (MS) and 12 associated members. UIS’ mandate covers cross- national comparable data for global, regional and development agendas, in the fields of education, science, culture, and communication and information. In addition, the UIS also delivers the technical support for MS to produce transformative data based on its 3 pillars (Standards and methodologies; Data production; Brokering and outreach). The UIS’ vision, described in its 2022-2029 Medium Term strategy, is to ensure that countries’ policies and decision-making are informed by sound statistical information; that they can benchmark progress towards national and international goals and learn from the experience of others. The UIS is seeking to build a management team that will lead the successful implementation of that vision.


The UIS provides the data and technical inputs for global, regional, and funding mechanisms for education work, such as the UN Transforming Education Summit, the Global Education Cooperation Mechanism (GCM), G7, G20 and the GPE results framework. The UIS meets data needs for emerging priorities, for example through its work with UNICEF, World Bank, OECD and the GEMR on the Joint Survey of national education responses to COVID 19. Within the mandate of strengthening reporting, the UIS in partnership with the Global Education Monitoring report (GEMR) achieved consensus on the adoption of an SDG 4 benchmarking process and supports countries in setting and monitoring targets for 2025 and 2030 as co- leaders of the data and monitoring function of the GCM.

Long Description

MAIN DUTIES & RESPONSIBILITIES

Under the supervision of the the Statistical Assistant will undertake the following duties:

• Assist in data collection, compilation, validation and dissemination.
• Assemble original statistical material, adjusting reported data from various sources, and load data into a computerized database system.
• Generate advanced graphs, tables, and statistical maps to facilitate review and analysis by colleagues, or for reports and official publications.
• Participate in the review and compilation of background materials, such as previous survey material and results.
• Evaluate and examine data sets for accuracy, clarity, and validity, compiling statistical series for comparison against estimates.
• Update statistical series in established electronic formats, applying new data and derived statistics.
• Assist in maintaining relevant computerized databases, data dissemination portals, and dashboards.
• Liaise with United Nations system organizations to obtain necessary statistical and other relevant information.
• Prepare data sets upon request, respond to queries/requests, and maintain/update web pages.
• Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education
• Completion of secondary, technical, or vocational school.

Professional Experience

• Minimum 5 years of experience in statistics, education, finance, accounting, or a related area.
• Experience in using modern statistical and data processing tools (Stata, Python, R).
• Experience in data collection, analysis, and interpretation.
• Practical experience with statistical techniques and methods.

Skills and Competencies

• Aptitude for numbers and ability to present statistics in tabular and graphic form.
• Proficiency in basic statistical methods and techniques.
• Good knowledge of MS Excel.
• Strong analytical skills and ability to manage and analyze large data sets.
• Good organizational skills for timely implementation of work plans.
• Excellent team spirit and ability to maintain effective working relationships in a multi-cultural environment.
• Good communication skills to convey findings and insights.
• Time management and organizational skills.

Language
• Excellent knowledge of English.

DESIRABLE QUALIFICATIONS

Education
• University degree or advanced university degree in data science, analytics, statistics, mathematics, economics, or a related field.

Work Experience
• Experience in responding to inquiries, updating web pages, and supporting project implementation with multiple stakeholders.
• Experience working with the United Nations system or similar international organizations.

Skills and Competencies
• Demonstrated writing abilities, including contribution to or (co-) authorship of technical papers and analytical reports.
• Programming skills for data analysis (e.g., R, Python, SQL).

Language
• A very good working knowledge of Russian.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 40,653.94 CAD.
