The Ministry of Indigenous Relations and Reconciliation (MIRR) is the primary source of leadership to the Province in restructuring its relationship with First Nations based upon mutual respect, recognition and reconciliation of Indigenous rights and title. MIRR is mandated with primary responsibility for the development and implementation of treaties and representing the interests of the Province and its citizens in the development and negotiation of comprehensive land claims settlements, revenue sharing, reconciliation and other forms of agreements. The ministry is central to the government's vision of creating sustainable Indigenous communities through strategies including closing the socio-economic gap, cultural recognition, economic development and the negotiation of treaties and other forms of lasting agreements.
The Project Leader is a member of one of eight regional teams in the Ministry's Negotiations and Regional Operations Division (NROD). Regional teams located in Nanaimo, Surrey, Smithers, Fort St. John, Prince George, Williams Lake, Kamloops and Cranbrook lead and support negotiations for non-treaty agreements (Strategic Engagement Agreements, Reconciliation Agreements, Forestry Consultation and Revenue Sharing Agreements, Economic and Community Development Agreements and other agreements), support negotiations of treaty agreements (incremental treaty agreements, agreements-in-principle and final agreements) and facilitate implementation of treaty agreements and/or non-treaty agreements.
The Project Leader provides leadership as part of a dynamic regional team that works closely with negotiations staff from NROD and the two other divisions in MIRR to lead regional engagement with First Nations and develop innovative approaches to achieving the ministry's mandate and advancing government's relationships with Indigenous Peoples, industry, and the public. The Project Leader leads the development of resilient relationships with First Nations and develops innovative reconciliation and engagement strategies with First Nations to advance the provincial economy, job creation, economic diversification, and revenue to the Crown. The Project Leader is accountable for leading the initiation, negotiation and implementation of cross-ministry agreements with First Nations and collaboration with stakeholders and natural resource ministries/agencies.
Job Requirements:
  • A Bachelor's Degree in a resource management or social science related field (e.g. land use planning, forestry, geography, natural resource management, environmental studies, political science, Indigenous studies, public/business administration, and anthropology) and a minimum of 5 years related experience*; OR
  • A Master's Degree in a resource management or social science related field (e.g. land use planning, forestry, geography, natural resource management, environmental studies, political science, Indigenous studies, public/business administration, and anthropology) and a minimum of 3 years related experience*; OR
  • An equivalent combination of education and related experience* may be considered.

*Related experience must include all of following:
  • Experience in participating in interest-based negotiations and/or conflict and dispute resolution.
  • Experience developing and fostering respectful and long-term relationships with First Nations and/or stakeholders.
  • Experience researching and analyzing Indigenous issues, history and political structures and supporting the development of options and negotiation strategies.
  • Experience using project management tools, techniques and tracking systems.
  • Experience participating in multiple concurrent projects, independently or in teams within time and resource constraints.
  • Experience adapting to changing priorities, emergent issues, and competing and conflicting demands.
  • Experience leading or coordinating stakeholder engagement and/or public consultation processes.

Preference may be given to candidates who demonstrate one or more of the following:
  • Experience in leading a team in a highly intense working environment.
  • Experience in leading interest-based negotiations and/or conflict and dispute resolution.
  • Experience working with Indigenous organizations and/or communities.
  • Those who self-identify as Indigenous.

Provisos

  • A valid Class 5 BC driver's license

About this Position:
The team is based in Smithers. There is currently one full time position being offered on this team, howeverother surrounding locations may be considered.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
