Reporting to the CAO, the Strategic Advisor will provide cross departmental support and facilitation in the areas of: Strategic planning, business plan development, performance metrics, issues management, and stakeholder engagement.

The Strategic Advisor will:
  • Work with the CAO, Council, Senior Management Team, and individual contributors as well as internal and external community and institutional stakeholders to create and implement inspiring, results-based plans that drive culture change and service transformation to meet the needs of East Gwillimbury’s diverse community.
  • Communicate with a variety of stakeholders, including the executive team.
  • Facilitate and/or lead meetings with Town staff, internal departments, and external stakeholders as a representative of the Office of the CAO.
  • Interact and/or work with cross functional teams, the CAO’s office, and key stakeholders to facilitate and coordinate information requests, develop progress updates, prepare reports, manage distribution of information while utilizing influencing skills to achieve desired outcomes.
  • Act as a resource to conduct research, manage data, provide interpretation, and offer recommendations based on industry best practice for work planning.
  • Lead the development and implementation of corporate strategic planning and business plans with emphasis on successful integration of work plans with departmental business plans and corporate budget process.
  • Prepare and provide presentations both internally and externally as required.
  • Contribute to the development of organizational performance frameworks and key performance indicators.
  • Lead the development of organizational reporting for established goals and key performance indicators.
  • Develop a process for any new priorities and/or projects outside of the normal planning cycle to be made in reference to work plans.
  • Develop and maintain formal project documents including project charter, schedule, risk register, and business case, among others.
  • Monitor and track federal, provincial, regional, municipal, and private sector for emerging issues and draft/coordinate Senior Management Team and Council briefing notes as appropriate.
  • Lead research, data analysis, environmental scanning and benchmarking activities to provide the organization with foundational business and population level analytics to support its strategy and performance planning activities.
  • Manage ad-hoc strategic initiatives to act quickly on emerging community and corporate needs.

The ideal candidate will have a Degree in Business, Public Administration, or Political Science, coupled with a minimum of five (5) years of demonstrated experience working with senior level executive administration, within the municipal sector or related field. The ideal candidate would embody and lead in a manner consistent with the Town’s Core Commitments:

Other requirements include:
  • Demonstrated relationship builder with a collaborative mindset, exceptional written and verbal communication skills, and experience in a political environment with ability to foster and grow key political networks, inter-governmental relationships, including a broad variety of elected officials, mayors, and municipal/provincial agencies.
  • Thorough understanding of local municipal perspective and municipal services.
  • Proven judgement and political acuity to handle complex and politically sensitive issues in a dynamic municipal environment, work in collaboration with Council and elected officials; analyze emerging issues, determine priorities, and provide recommendations, problem resolution, options, or identified opportunities.
  • Computer literacy utilizing the Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, Access, Outlook, SharePoint, Teams) as well as Adobe and Internet.
  • Thorough working knowledge and demonstrated experience in executive administration skills.
  • Experience facilitating the development and management of strategic plans, business plans and corporate performance functions.
  • Highly developed critical thinking and analytical skills with the ability to reflect, communicate and synthesize information.
  • Well developed skills in data governance including collection, organization, and analysis.
  • Exceptional interpersonal, relationship management, networking, collaboration and time management skills.
  • Excellent communication skills (i.e., Council reports, presentations to staff and/or the public, etc.).
  • Well developed facilitation and workshop design skills (defining issues; clarifying relationships and managing client expectations; researching, developing and recommending options; and when asked, facilitating implementation).
  • Familiarity with public sector terminology and culture, as well as a high level of political acumen.
Salary Range: $118,555 - $139,472 (Band 9)
