Hours Full-time, 37.5 hours per week with core working hours between 8:00 am and 5:00 pm


Other Combination of general office environment and occasional off-site travel. Attend meetings, conferences and departmental emergency situations, which may be outside of normal business hours.


Position Summary

This position is responsible for leading the development of standardized corporate business practices which support cross departmental collaboration, and provides support to departments in the development of project costings, business case detail and government funding processes. Develop practical and innovative ways to identify and meet process corporate performance goals. Drive continuous improvement and opportunities for greater efficiency and effectiveness in service delivery.

Job Description

Specific to this role:

  • Lead and facilitate cross-functional project teams to drive process standardization and simplification; Provide business improvement expertise, consulting and support to all service areas and recommend solutions related to resourcing. Examine processes and practices in all City departments to determine whether sound control practices and procedures have been developed and are being adhered to; Develop methodologies and tools to support departments in the application of common corporate business practices including program and budget development, procurement, financial processes, data capture and analysis
  • Identify and manage process improvement projects focused on optimizing the efficiency and effectiveness of the practices and standards implemented by management; ensure achievement of corporate goals and objectives and facilitate the application of corporate continuous improvement/Lean methodologies and tools. Partner with departments in the development of project costings, business case creation and the completion of funding applications
  • Negotiate, mediate, support and encourage the desire for change; facilitate and present information to an audience with varied levels of familiarity and knowledge of internal control objectives and audit practices
  • Develop a program to audit corporate business practices and management actions to ensure compliance with Federal, Provincial and municipal laws, rules and regulations. Ensure that relevant stakeholders are informed of key issues and/or projects that could have an impact on internal audit priorities and risk exposure
  • Report findings as a result of completed projects, develop conclusions, and make recommendations for the correction of unsatisfactory conditions and improvements in operations (including new technologies); Present audit reports and key findings to senior management, CAO and Council

As a member of the professional team:

  • Develop and administer procedures and recommend resources to achieve strategic objectives
  • Complete continuous research and analysis of industry trends and issues to make recommendations to management and remain current in area of expertise
  • Manage stakeholder interactions in the supply and receipt of information, analysis, and resolution of issues
  • Partner with internal process or program owners to share program objectives, analyze gaps, provide advice on actions to be incorporated in other’s processes, act as a program/service champion
  • Manage customer service concerns, investigating, problem solving and responding as appropriate
  • Maintain documentation and or databases and corporate records in accordance with policy and divisional practice; consider legislative municipal requirements such as MFIPPA
  • Provide data to allow reporting and decision making
  • Procure services and goods related to areas of responsibility
  • Contribute to the development of annual program needs
  • Provide other related duties as assigned

Qualifications


  • Post-secondary degree in Accounting, Business, Commerce or a related field
  • Lean Six Sigma (LSS) Certification preferred or equivalent training
  • Minimum five (5) years of related progressive experience, preferably in a municipal environment, with comprehensive knowledge of multiple types of auditing, program review, internal controls, management control systems, strategic and financial planning, budgeting, and accounting principles, as well as risk management concepts
  • Experience in influencing, leading teams and driving results oriented change
  • Ability to work independently on projects with little or no precedent; resourceful and able to prioritize in a fast paced, often changing and dynamic environment to achieve municipal objectives
  • Ability to be a critical, analytical, creative and innovative thinker; able to draw on professional judgement, reasoned analysis and past relevant experience to develop and present new ideas and conceptualize new approaches and solutions in a collaborative and persuasive manner
  • Effective oral communication and strong interpersonal skills; Excellent written communication skills; attention to detail and accuracy
  • Demonstrated customer service skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
  • Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
  • Possess and maintain the absence of a Criminal Record. Upon a conditional offer of employment, a Criminal Record Check will be required
