This positions supervises the ongoing operations of the parks, arenas, community halls and other recreational facilities within its portfolio.
Salary $90,578 - $105,963 (Non-Union)
Reports To Manager, Parks, Recreation and Culture

Location Parks and Recreation – North Area
Hours 37.5 hours per week
Other Combination of general office environment with travel to outlying
locations in accordance with job requirements.
Job Description
- Supervise the operation and maintenance of arenas, pools, community centres, parks, sports fields, trailer parks and other City properties as assigned for this geographic area and ensure a high quality of service to customers
- Ensure the facilities and parks in this area are operated according to schedules as booked and in a problem-free, efficient and safe manner
- Schedule and supervise preventative maintenance work as well as necessary emergency work of machinery and equipment by in-house and/or contractors
- Prepare and monitor budgets and reports for the parks and facilities
- Develop short term and long term plans for the parks and facilities in terms of operational budget, capital budget forecast, facility needs and future maintenance
- Prepare and provide recommendations related to existing and new policies and procedures affecting City parks and recreation facilities
- Purchase supplies and equipment as required within the parameters of the budget, the Purchasing Policy and the City’s future Central Purchasing direction
- Oversee and supervise delegation of tasks to full-time, part-time and seasonal area staff
- Ensure staff training needs are met relative to health and safety issues, workplace procedures, new technology and innovation
- Monitor the various maintenance related facility service contracts
- Handle complaints and inquiries as requested and attend various public meetings as required
- Liaise with affiliated professional associations and facility user groups
- Work closely with the other Area Supervisors and ensure a “covering-off” schedule in regards to vacation, illness, etc.
- Responsible for the hiring, discipline, dismissal, performance management and training of staff, in consultation with the Director and Human Resources
- Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources
- Perform other related duties as assigned
Skills/ Education Required
- Post-secondary diploma in Recreation Facility or Sports Administration or a related field
- Minimum 5 years of related progressive experience, preferably in a municipal environment
- Experience in municipal parks and recreation facility environment, specifically relating to maintenance and operations
- Supervisory experience in a unionized environment
- Knowledge and demonstrated understanding of all aspects of recreational facilities including but not limited to, maintenance and operations, risk management, energy efficiency programs, life cycle analysis, sports fields,playgrounds, turf maintenance and revenue generation
- Current Refrigeration B, Pool Operators, O.R.F.A. Facilities Administration Certificate or equivalent is preferred
- Ability to generate creative and innovative revenue generation opportunities for the City’s recreational facilities
- Superb organizational and team building skills to supervise a diverse complement of full-time and seasonal staff
- Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
- Effective oral communication and strong interpersonal skills to deal with members of the public, staff, council and senior government
- Demonstrated customer service skills at a level to develop and maintain cooperative/ collaborative working relationships both within and outside the organization;
- Demonstrated ability to contribute to and build upon a positive and healthy work environment
- Excellent written communication skills; attention to detail and accuracy
- Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
- Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
- First Aid and CPR Certification
- Demonstrated proficiency in Microsoft Office, the internet and other related software
- Possess and maintain a valid Ontario Class “G” Driver’s Licence
- Upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search, will be required
