Position Summary

As a Supervisor - Payroll within our HR Systems and Total Rewards Department, you will be responsible for overseeing the timely and accurate delivery of payroll services to Peel Regional Police, ensuring compliance with collective agreements and legislative requirements. This position is also responsible for supervising the payroll team and developing and implementing solutions/recommendations for process improvements and enhancements, as well as providing functional expert advice, opinions and testing in HRMS and ensuring accurate remittance of payments and reports to OMERS, the benefits carrier and the government.


Responsibilities


What will your typical day look like:

  • Leads the effective and efficient administration of the Payroll system, ensuring compliance with applicable legislation and collective agreement provisions, including contract interpretation and conflict resolution.
  • Ensures quality financial accuracy and timeliness of payroll processing, including special payments. Audits and verifies all payroll transactions. Develops and supports payroll business practices.
  • Supervises the daily and weekly activities of professional and support staff providing for staff development and training, establishing performance standards and conducting performance evaluations, with direct input into hiring decisions and taking responsibility for team results.
  • Provides high-level database technical and functional support for payroll, including development and improvements.
  • Provides functional guidance and expert advice for HRMS Payroll modules, as well as complex analysis, functional specifications, testing, process documentation and post go-live support.
  • Provides interpretation and responsible for compliance of changes required by Federal and Provincial legislation, as well as collective agreement provisions and/or rules and regulations. Translates these to system requirements, configuration and set up.
  • Ensures compliance and accurate application of the OMERS policies, procedures and administration including the collection, recording, submission and monthly/annual reconciliation of OMERS Pension funds.
  • Ensures quarterly balancing and reconciliation of payroll liability accounts and monitors year- end reconciliation of payroll, benefit and pension liability accounts. Ensures monthly transaction reports are completed and analyzed regularly.
  • Co-ordinates year end processes; oversees the OMERS annual 119 audit, annnual reporting of year end slips (T4s) and annual reporting and reconciliation of legislation reports, i.e. PSSD report, Employer Health Tax, Vehicle Taxable Benefits, tax remittances.
  • Performs additional duties as assigned.


Qualifications

You are someone with:

  • A University Degree in Accounting/Business/Payroll, or an equivalent combination of education and experience; a professional designation in the field PCP (Payroll Compliance Practitioner), CPM (Certified Payroll Manager), CEBS (Certified Employee Benefits Specialist) is preferred
  • A minimum of five years’ experience supervising a full cycle payroll required, preferably in a unionized environment
  • Demonstrated knowledge of accounting, payroll regulations and information systems
  • Demonstrated advanced knowledge of related computer applications pertinent to the function
  • Demonstrated knowledge of Human Resources Management System (HRMS), preferably PeopleSoft
  • Demonstrated knowledge of CRA tax regulations, defined benefit pension programs and collective agreements
  • Demonstrated supervisory/leadership skills
  • Demonstrated planning and organization skills
  • Demonstrated project management skills
  • Effective oral communication and interpersonal skills
  • Demonstrated written communication skills
  • Demonstrated presentation and facilitation skills
  • Demonstrated analytical, mathematical, research and problem solving skills
  • Strong attention to detail
  • Demonstrated knowledge of related payroll legislation pertinent to the function including the Employment Standards Act, Income Tax Act, Pension Benefits Act


What we offer

The salary range for this permanent, full-time position is $81,046.00 - $136,553.00 per annum. Peel Regional Police offers a highly competitive compensation package; applicants will be considered for the top end of the range ($96,243.00 - $136,553.00) based on experience. The salary is complemented with a comprehensive benefit program, including employer-paid Health/Dental and Life Insurance; and the OMERS Pension Plan effective upon hire. This position allows for the flexibility of hybrid remote working arrangements.
