Hours Full-time, 37.5 hours per week with core working hours between 7 am and 5 pm
Other Combination of general office environment and occasional off-site travel. Attend meetings, conferences and departmental emergency situations, which may be outside of normal business hours.
Position Summary
Under the direction of the Manager, Parks and Recreation, this position is responsible for the implementation and oversight of specific programs and processes in order to achieve corporate and departmental strategic objectives. Key responsibilities of the position include supervision of the ongoing operations of cemetery services and municipal Trails and properties in accordance with City standards within a specific geographic area.
Job Description
Specific to this role:
- Responsible for the day-to-day supervision of all assigned operations staff engaged in the maintenance and repairs of municipal trails, cemeteries and properties and administration of cemetery programs and initiatives
- Develop and manage the implementation of servicing programs for trails, accesses, signs, parking lots and other amenities
- Oversee and direct cemeteries and trails crews and contractors performing maintenance tasks and emergency response
- Develop and manage the implementation of the Trails Master Plan
- Identify and provide recommendations for all supplementary work required to maintain various trails, cemeteries and properties
- Conduct risk management assessments for local and City concerns on potential trail and Cemetery hazards and deciding between City of Kawartha Lakes employees and contractors to complete work needed
- Review site plans and perform site inspections, as required, and provide recommendations for needs and long-term planning within Trails and cemeteries
- Arrange grass cutting and tree removals, enforcing property standards practices

- Regularly develop improved methods, procedures, and techniques relating to programs that achieve effective and efficient operations
- Demonstrate leadership and coordination in assigning work activities as required, ensuring equipment and resources are sufficient to enable successful completion of assignments
- Demonstrate leadership in supporting team members, providing feedback and/or improvement opportunities as needed
- Monitor the contracted resources; Liaise with suppliers and vendors, negotiating prices, quantity and quality according to City purchasing policies and by-laws, and conduct tender and RFP process
- Research, quantify, facilitate and coordinate delivery of training needs to staff
- Manage customer service concerns, investigating, problem solving and responding as appropriate with solutions
- Procure services and goods related to areas of responsibility
- Authorize time off requests, time worked and overtime costs
- Contribute to the development of annual program needs
- Manage stakeholder interactions in the supply and receipt of information, including the analysis and resolution of issues
- Provide data to allow program reporting, decision making and evaluation
- Complete research, analysis of industry trends, and best practices to remain knowledgeable and current in program area of responsibility
- Create and maintain a cohesive team environment to support staff to achieve objectives and program outcomes
- Responsible for the hiring, onboarding and supervision of staff in a unionized environment; Administer the terms of the applicable Collective Agreements, corporate policies, directives, expectations, in collaboration with People Services; act as a Supervisor under the Occupational Health and Safety Act (OHSA)
- Responsible for monitoring, allocation and approval of operating budget expenses, quarterly forecasts as well as input into the associated capital budget process
- Perform other related duties as assigned
Qualifications
- Post-secondary degree in Landscape Design, Horticulture, Turf Management or a related field
- Minimum five (5) years of related progressive experience, preferably in a municipal environment
- Experience in cemetery management and funeral service industry, ground maintenance, parks, horticulture, along with supervisory experience in a unionized environment
- Cemetery Operations and Management training, or willingness to obtain
- PPC (Parks Practitioner Certification), or willingness to obtain
- Demonstrated knowledge of the Occupational Health and Safety Act and Funeral, Burial and Cremation Services Act
- Demonstrated knowledge of equipment utilized in Cemetery Operations, construction and maintenance techniques, including landscape construction, garden design, fencing, grounds installation and repair
- Ability to read blueprints, surveys and plans
- Proven contract management abilities, including overseeing specification preparation and supervision of work execution
- Demonstrated leadership and management skills at a level to ensure successful program and employee performance outcomes and management
- Effective oral communication and strong interpersonal skills; excellent written communication skills; attention to detail, accuracy and follow-through
- Demonstrated customer service skills at a level to develop and maintain cooperative and collaborative working relationships both within and outside the organization
- Demonstrated knowledge and application of financial budget and business planning processes
- Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
- Demonstrated ability to exercise discretion and tact while maintaining a high degree of confidentiality at all times, complying with all applicable privacy legislation and policies and procedures
- Demonstrated proficiency in Microsoft Office, the internet and any other related software
- Possess and maintain a valid Ontario Class “G” Driver’s Licence
- Possess and maintain the absence of a Criminal Record. Upon a conditional offer of employment, a Criminal Record Check and Vulnerable Sector Search will be required
