Talent Acquisition is evolving and growing and as a result, we are currently looking to hire a Talent Sourcing Specialist – Indigenous to join our team.

Overview of Role:

The Talent Sourcing Specialist will be an experienced professional of Indigenous heritage with lived experience and expertise in sourcing and attracting Indigenous talent.

The Specialist understands the unique challenges, needs, and strengths of this diverse talent pool. They have a sound understanding of Indigenous History and have cultural awareness. Experience working with Indigenous communities/organizations and able to travel to remote communities.

As a key member of the Talent Acquisition team, the Specialist will be responsible for executing sourcing strategies, maintaining a candidate pool, establishing and maintaining critical external relationships with the aim of achieving high quality, cost effective and timely filling of Indigenous roles, aligned to strategic workforce planning needs.

Reporting to the Manager Talent Acquisition, the Talent Sourcing Specialist will strengthen and/or develop key attraction programs to enhance ICBC’s employment brand and talent pipeline for Indigenous People. These programs will include leading:

  • Diversity, equity and inclusion practices and community partner relations
  • Talent pipelining strategies and headhunting
  • Career site branding and modernization
  • Vendor management and procurement

The Talent Sourcing Specialist will also be required to build collaborative relationships with senior leaders across the business and within HR to understand workforce and succession planning needs in order to support a proactive recruitment approach.

Key responsibilities:

  • Responsible for the design, implementation and evolution of Indigenous sourcing approach for ICBC
  • Conduct outreach and engagement activities within Indigenous communities to connect with potential candidates and build trust and bring awareness of striving to have our workforce represent the communities we serve
  • Builds and manages a candidate pool and pipeline that supports the needs of the business and future skill gaps
  • Offer cultural competency training and resources to hiring managers to enhance their cultural awareness and minimize bias
  • Reviews workforce planning and succession planning initiatives in consultation with HR Business Partners and the business to assist with forecasting needs and building talent pools for future vacancies in critical roles
  • Develops and continuously improves Talent Sourcing processes for Indigenous People
  • Leads the end-to-end Indigenous candidate sourcing activities such as strategic planning, external partnerships and sourcing events with a strong emphasis on inclusive hiring
  • Collaborate with HR and leadership to develop and implement strategies for Indigenous hiring and inclusion within the organization
  • Develops an approach for ICBC’s employer branding (e.g., social media strategy for Indigenous sourcing campaigns) and partners with corporate communications and marketing to execute the strategy
  • Collaborates with other HR Teams (e.g., Workforce Planning) to understand current and future talent needs to be able to make quick wins alongside the planning and execution of a long-term Talent Sourcing program
  • Drives the candidate pre-screening process to supplement Recruiter candidate shortlist presented to hiring managers
  • Develops an appropriate feedback loop, manages function specific metrics and dashboards
  • Participates in the budgeting process for Talent Sourcing initiatives and supports the Manager, Talent Acquisition with portfolio budgeting where necessary

To be successful in this role, you will bring the following skills and experience:

  • Prior experience sourcing and attracting Indigenous talent
  • Strong headhunting experience and proven ability to build talent pipelines
  • Proven program development experience involving multiple stakeholders
  • Recruitment experience within a recruitment agency or large complex environment with involvement in attraction strategy development and implementation is an asset
  • Post-secondary education in a relevant discipline (i.e. Human Resources, Business Administration, etc.)
  • Completion of courses or learnings related to inclusive hiring practices would be a strong asset

Work arrangements defined:

  • Resident – you will work at your primary in-office headquarters on all scheduled workdays.
  • Hybrid 8 – you will work a minimum of 8 days per month at your primary in-office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
  • Hybrid 10 – you will work a minimum of 10 days per month at your primary in-office headquarters (typically one week in/one week out or up to 3 days per week). The remaining days will be remote within British Columbia.
  • Mobile – you will work remotely or in the field on scheduled workdays within British Columbia, with the requirement to be at your primary on-site headquarters by exception only.

ICBC provides comprehensive and flexible benefit coverage to all eligible employees including a defined benefit pension plan, 4 weeks’ vacation and 3 Wellness Days.
