About the Mississippi Valley Conservation Authority
Established in 1968 under the Conservation Authorities Act, the Mississippi Valley Conservation Authority (MVCA) is the local watershed management agency for the Mississippi and Carp Rivers in Eastern Ontario. The MVCA is governed by a Board of Directors consisting of municipal representatives from our eleven member municipalities and a provincial agricultural representative. We are largely funded by annual municipal levies, with the balance of funding coming from user fees, grants and contributions, donations, and special project fees.
The MVCA’s programs and services are delivered through three core business areas: Water Management, Planning & Regulation, and Conservation Lands Management. Protecting the needs of landowners and the environment by using an integrated approach to watershed management, MVCA works to keep drinking water, local ecosystems, citizens, and properties safe, while protecting natural areas for recreational use, ecosystem health, and future generations.

About the Opportunity
The Mississippi Valley Conservation Authority (MVCA) is currently looking for a dedicated Water Resources CET to work out of our Carleton Place, ON office (Hybrid model), on a full-time, permanent basis.

The Water Resources CET(CET) supports MVCA’s flood forecasting and warning services, capital infrastructure projects, environmental planning and permit reviews, regulatory hazard mapping, water management and monitoring programs, environmental assessments, and watershed studies. The CET conducts field monitoring and surveys, monitoring network maintenance, site inspections, and liaises with a variety of stakeholders. . In this role, your responsibilities will include, but are not limited to:

  • Assist with the MVCA’s flood forecasting and warning and low water response programs.
  • Support water management and monitoring programs, including field data collection, analysis and quality control, and WISKI database maintenance.
  • Assist with floodplain modelling and mapping and updating of regulatory limits.
  • Support capital infrastructure projects including dam operations, inspections, dam safety reviews, and preparation of dam documentation.
  • Assist with technical reviews of engineering design submissions.
  • Install and troubleshoot automated sensing systems including all sensors, dataloggers, power supply systems and communications equipment.
  • Assist with topographic and bathymetric surveys, and hydrometric monitoring.
  • Assist with funding applications, requests for proposal, and administering contracts.
  • Write reports and deliver presentations at public, municipal and Authority meetings.
  • Liaise with municipalities, provincial and federal government agencies, and the general public.
  • Perform work in accordance with the provisions of Occupational Health and Safety Act and Regulations and all other corporate/departmental policies and procedures.
  • Perform other related duties as assigned by supervisor.

More About You
In order to qualify for this role, you will be a graduate of an accredited civil engineering diploma or degree program with a CET designation.
Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic/experience requirements.
As our ideal candidate, you will join us with the following technical knowledge/competencies:

  • Understanding of flood forecasting and regulatory hazard mapping.
  • Understanding of stormwater management design and erosion and sediment control principles.
  • Experience with environmental data sensors and dataloggers.
  • Experience with field data collection and surveying.
  • Experience with WISKI data management and computer programming would be an asset.
  • Knowledge of hydrologic and hydraulic modeling and ArcGIS would be an asset.
  • Working knowledge of applicable legislation, guidelines and policies, including but not limited to the Conservation Authorities Act, MVCA policies and guidelines, and the Occupational Health and Safety Act and related regulations.
  • A Class G Driver's License with access to your own vehicle is essential for this role

To succeed in this role, you will have strong organizational and time management skills, with the ability to self-manage workload and prioritize tasks in a frequently fluctuating workload environment with multiple deadlines. Strong technical and analytical skills, including digital skills to understand and use digital systems, tools and applications and process digital information . You will have effective written and verbal communication skills, be a team player with a positive attitude and be able to cope with a fast-paced, dynamic environment. Furthermore, you will be able to work independently and be a troubleshooter, proactive at fixing issues as they arise.
