Duties

The Assistant Facilities Manager assists with operations, maintenance, repair and construction projects for buildings, services, infrastructure, fleet and grounds. They will also need to meet research facility management and regulatory requirements of an Agriculture Research Centre under the direction and in consultation with the Facilities Manager.
The Assistant Facilities Manager will manage a work team composed of tradespersons, experienced labour, indeterminate, term, seasonal and casual staff in addition to coordinating with external contractors.

Work environment

As one of the 20 research sites in Canada, the Summerland Research & Development Centre is located in Summerland, British Columbia. The Summerland site is responsible for conducting various agricultural research studies for the Government of Canada. This position works to support the Department by ensuring that the facilities and infrastructure are maintained in accordance with regulations, maintenance and codes.

Intent of the process

A pool of qualified and partially qualified candidates may be established and may be used to staff similar positions with various tenures as well as various linguistic requirements.
The immediate need is to staff one (1) permanent English essential position in Summerland, British Columbia.

The skill specialization(s), work location, language profile, and security clearance requirements will vary according to the position being staffed.

Education:
Possession of or qualification for a valid applicable Provincial/Territorial Trade Certificate or Interprovincial Red Seal Certificate of Qualification that is applicable in the position being staffed.

Degree equivalency

Experience:
  • Experience working in the field of facilities management or project management related to buildings or construction projects.
  • Experience managing teams of staff and/or contractors to provide maintenance, repair or project delivery.
  • Experience maintaining one or more building mechanical systems.
  • Experience inspecting* building operating systems and structures.
  • Experience planning, scheduling or coordinating the work of service providers responsible for operations and maintenance activities that involves various types of trades.

  • Inspecting means:
The need to assess building systems and equipment, ensuring compliance with applicable codes requires onsite visual inspection of all aspects of the facility. Visual Inspection, used in maintenance of facilities, means inspection of equipment and structures using either or all raw human senses such as vision, hearing, touch and smell and/or any non-specialized inspection equipment.

Asset Qualifications
  • Five (5) or more years of experience as a certified Red Seal tradesperson in the candidate’s qualified trade.
  • Experience managing facilities and/or technical projects related to facilities.
  • Experience in managing a budget for facility operations or project delivery.
  • Experience providing Facility Management services in any of the following environments: scientific research environment, government buildings, medical facilities, commercial buildings and/or industrial buildings.

Knowledge:
  • Knowledge of maintenance requirements in the operation of a facility such as but not limited to plumbing, heating, electrical, carpentry, refrigeration and instrumentation.
  • Knowledge of the Canadian Electrical Code, Canadian Plumbing Code, National Building Code of Canada, National Fire Code of Canada.
  • Knowledge of principles for building operation, practices of modern building systems technology (e.g. remote monitoring, automation, carbon neutrality) and life-cycle maintenance planning.
