The Ministry of Children & Family Development offers a variety of programs and services, including adoption, programs for children with support needs and mental health concerns, community resources for childrenand youth in or transitioning from government care, child welfare, and support for youth involved in the justice system.
The Finance and Corporate Services Division provides a suite of strategic business services enabling ministry staff to support the well-being of children, youth and families in BC. The division works across the ministry to ensure compliance with corporate financial policy and legislation and assists clients in achieving their business and Financial objectives.Working closely with ministry Executive and divisional leads, theFinancial Services Branchoffers a complete range of financial and management services to support the ministry's strategic direction and lead the ministry's system of financial administration.
The Manager, Budgeting and Financial Management manages the ministry's annual budget and leads the preparation of analyses and reporting of actual financial performance for Ministry Executive, Program Managers and Central Agencies and undertakes and/or oversees a variety of corporate initiatives related to financial planning and management.
This position requires someone with advanced professional communication skills. To be successful in this role, you possess strong collaboration, problem solving and influencing skills in order to successfully establish and maintain important working relationships with a variety of individuals to complete work assignments. You will have demonstrated experience in leading and motivating staff and contributing to an internal working environment that is conducive to success. Job Requirements:
  • Professional accounting designation (Chartered Professional Accountant), plus three (3) years *related experience; OR,
  • Bachelor's degree in economics, Commerce, Business or Public Administration, or related field, plus three (3) years *related experience; OR
  • Completion of Level 3 of the Financial Management Certificate program, plus five (5) years *related experience.
  • Recent (within last 2 years) experience in leadership and supervision of staff.
  • An equivalent combination of education, experience and training may be considered.

*Related experience can be achieved through a combination of any three (3) of the following:
  • Budget development, financial planning and analysis, budget monitoring, and lead the preparation of reports for organizational leaders.
  • Building and maintaining strategic relationships with internal and external partners.
  • Analysis of complex financial and business issues and preparing high-level briefings, documents, and presentations to support budget development and evaluation.
  • Analysis of financial data for variances and trends and recommendations of remedial action.
  • Experience preparing forecast and Financial reports for Executive, Organizational Leaders, or External Stakeholders, as required.

Preference may be given to applicants with the following:
  • Professional accounting designation.

About this Position:
Two (2) Positions available.
The positions are currently Under Review for exclusion from the union.
Flexible work options are available; this position may be able to work from home a few days a week as per the Telework Agreement.
This position can be based in any of the following Ministry of Children and Family Development offices: Victoria, Vancouver, Surrey, Nanaimo, Port Moody, Williams Lake, Kamloops, Kelowna, Courtenay, Burnaby, and Chilliwack.
May be required to travel within the Province of BC.
Employees of the BC Public Service must be located in BC at the time of employment.
