The Ministry of Health (the MoH) has overall responsibility for ensuring that quality, appropriate, cost effective and timely health services are available for all British Columbians.Within the Ministry, the Health Innovation Hub provides physical space and corporate services to foster collaborative and innovative solutions to support Ministry policy initiatives. The Hub drives change in the way that Ministry staff work together and creates a dynamic environment that encourages the flow of people and ideas. Resources and services provided include the Hub (a physical collaboration space), the Collaborative Innovation Team, the Evidence Service, the Knowledge Exchange, and the Health and Human Services Library.The Collaborative Innovation Team in the Hub enables the development of policy and creative solutions in the Ministry and health system through design and facilitation of processes that include virtual or in-person group meetings, larger forums, and asynchronous virtual partner engagement to support collaboration, co-creation, and capacity building. The team focuses on innovative methods, including systemic design, design thinking and liberating structures, that support the Ministry to work with internal and external partners and interested parties to harness collective knowledge, effectively respond to external demands, and find innovative solutions to new and existing challenges.
Reporting to the Director, Collaborative Innovation, the Manager is responsible for the development, implementation and evaluation of innovation projects, or components of large multi-faceted projects with multiple key deliverables. The Manager works with program areas to provide expertise in innovative disciplines, practices and methods; guiding projects through their discovery, problem definition and design, and delivery phases, utilizing collaborative design and facilitation skills and innovative methodology focused on building capacity, capability and community for Ministry employees.The Manager also oversees and manages all aspects of project management, contracts and contract negotiations, and training events both in-person and virtual. In addition, they have direct responsibility for the supervision of staff and may have functional supervision of additional staff and/or contractors on a project basis.
Job Requirements:
Education and Experience
  • Bachelor Degree in Health, Social Science, Design, Planning, Business Administration, Public Administration, or Communications; and 3 or more years' relevant experience.

OR
  • An acceptable combination of education and 5 or more years' relevant experience may be considered.

Relevant experience must include:
  • Program management experience including planning, implementing, monitoring and evaluation activities.
  • Experience managing multiple projects or leading a component (e.g., sub-project) of a major project.
  • Experience in facilitating projects and sessions with health sector partners both virtually and in-person.

Preference may be given to candidates with 2 or more years experience in 1 or more of the following:
  • Experience in the areas of design, action research, innovative methods, innovation labs or hubs.
  • Experience facilitating and supporting co-creation and co-design of policies, programs, products, strategies and/or services.
  • Facilitation experience using Design thinking, User experience, Service Design, Liberating Structures or other innovative facilitation methods.
  • Experience or understanding of policy innovation principles and techniques.
  • Experience leading work teams or supervising employees including developing and evaluating performance goals and coaching, team-building, and mentoring team members.
  • Experience in change management or leading organizational change.
  • Experience in budget management and procurement.

Preference will be given to applicants who self identify as Indigenous (e.g., First Nations, Métis or Inuit).
  • In recognitions of the critical importance to this role of a lived understanding of Indigenous communities, history, values and cultural competencies, the above preference statement will be applied in the final ranked order for those who self-identify as Indigenous throughout the hiring process.
