Job description

The County of Huron's Public Works Department is seeking a Full-Time Bridge Worker to Join its Wroxeter Location Team!

This position is responsible for bridge inspections, maintenance, and repairs of bridges and large culvert structures. Involves significant labour in all-weather conditions and use of power tools, pneumatic tools, hand tools and equipment with specialized personal protective equipment. This position is located in Wroxeter, Ontario.

This position has dual roles which are relative to the seasons. During the Summer season (April - November), the incumbent will be a Bridge Worker 2. In the Winter season (November - April), the incumbent will be assigned as a Plow Operator or Winter Patroller.

Role and Responsibilities:

Bridge Worker 2

  • Assists in the regular inspection of all major bridge/culvert structures and their components, perform preventative maintenance, and undertake required repairs.
  • Assists in the installation of traffic control devices and barriers in accordance with the Ontario Traffic Manual.
  • Is responsible for identifying, recording, and setup of appropriate traffic control plans as needed to perform duties.
  • Supports in the operation of the Hydra Platform which includes inspection of the unit before use, documenting the inspection, inspection of safety harness.
  • Provides support in the rigging of materials and equipment and in directing crane operations.
  • Installation, maintenance, repair of environmental protection controls in accordance with various regulations and as prescribed for the project.
  • Provides support in survey operations to determine elevations.
  • Construction of elevated platforms, supports and structures providing a safe working at heights environment.
  • Handling, placing, tying, pinning steel re-enforcement as directed by Bridge Worker 1.
  • Undertake major bridge rehabilitation work including the removal of concrete and steel as directed by Bridge Worker 1 and SubForeman.
  • Fabrication of non-structural steel components.
  • Construction of concrete forms and falsework as directed by Assistant Foreman.
  • Mixing, Placing, screeding, parging, and finishing concrete ensuring that all surfaces are appropriately bonding and ensuring that sufficient quantities are available and to the expected standards.
  • De-construction of all falsework, forms, and supports in a safe manner.
  • Knowledge of the expected standards and procedures for all work performed including industry guides such as OTM Book 7 for traffic control.
  • Responsible for completing daily timesheets, equipment diaries, and other documentation as prescribed in SOPs and regulations such as CVOR.
  • Operates one or more pieces of heavy equipment such as: Tandem, Loader
  • Assists in the operation of specialized equipment such as industrial sandblaster, tar kettle, industrial power washer.
  • Operates other equipment and tools such as chainsaw, trucks, and miscellaneous power and hand tools.
  • Performs various roadside activities including: asphalt patching, sweeping, tree cutting, sign repairs and installations, guiderail repairs, shoulder maintenance and repairs in and around bridges and culverts.
  • Performs various drainage activities within limits or adjacent to a bridge or structure including: clearing blockages, placement of rip-rap, repair of small headwalls, repair of manholes, catchbasins, curb/gutter, sidewalks.
  • Performs shop, yard, vehicle, equipment maintenance as directed by Foreman and Assistant Forman.
  • Concrete repairs (catchbasins, curbs, manholes, sidewalk, etc..), placement of re-bar when required, placement and finishing of concrete, and removal of forms.
  • Carries out other duties as assigned and as needed including, but not limited to: hauling materials, hand sweeping/shovelling/levelling, sign-making, etc…
  • Occasionally scheduled to work after hours and weekends to check/maintain construction traffic control signals/signage and detour signage.

Plow Operator/Winter Patroller

  • Monitor road and weather conditions and can accurately interpret detailed road weather forecasts.
  • Responsible for calling out plow operators to maintain roads based observed conditions and/or weather forecast.
  • Logs all actions directed and taken by crews and contractors on the roadway.
  • Responds and documents calls from the public, OPP, and other county and municipal staff regarding road conditions and issues.
  • Good communication skills.
  • Collaborates with full-time experienced plow operators to determine the best options for the current and expected conditions using a combination of observations, weather forecasts, and experience.
  • Open and close roads as directed by OPP.
  • Monitor and record condition of signs and other road hazards and report them to the lead hand or supervisor to coordinate resolution.
  • Drive and inspect representative winter route to determine conditions and maintain detailed logs and apply anti-icing materials to the road when deemed appropriate.
  • MMS road inspection of all roads in the patrol to look for and identify any and all defects and hazards - record them - and present them to the Lead Hand or Supervisor to coordinate resolution.
  • Remove road hazards such as trees, debris, and dead animals from the roadway.
  • Snow removal and maintenance around the yard.
  • Must have clear and accurate record keeping abilities.
  • Partakes in the plow operator training program if not already qualified.
  • Backup plow operator when required once qualified.
  • Other shop, equipment, yard, and road maintenance duties as needed as defined by road maintenance 2 position.

Qualifications and Educational Requirements:

  • DZ License
  • Grade 12 or equivalent combination of education and experience
  • Min 2 years previous construction related experience including carpentry and concrete work.
  • Ability to use a computer for the following purpose: Emails, CountyNet (websites), Online training, and other information provided electronically.

  • Strong team player

Additional Information regarding the position:

  • DZ is to be acquired within 6 months of hire.
  • Completion of TJ Mahoney Road School within 3 years of the start date.

Hours of work:

The standard work hours are 40 per week. Hours and schedule will vary as listed below:

  • Standard Summer hours are 10-hour days from 6:30 AM to 5 PM Monday through Thursday. Overtime is expected as-needed
  • Plow Operator Shift Rotation/Assignment: Weekdays - 8-hour shifts: 4:00 AM to 12:30 PM / 2:00 PM to 10:30 PM and on-call every second weekend. Overtime is expected as needed throughout the week
  • Winter Patroller Shift Rotation/Assignment: 7 consecutive days - 12-hour shifts: 6:00 AM to 6:00 PM / 6:00 PM to 6:00 AM followed by 7 consecutive days off-duty.

Wage:

  • $28.98 - $33.91 on the 2023 non-union wage grid
  • Compensation includes a competitive benefits package and OMERS pension plan.
