Michif Child & Family Services (MCFS)Agency is a mandated child and family services agency with the responsibility to administer and manage culturally appropriate community-based child protection and support services for Metis and Inuit people in Manitoba.


CART CASE MANAGER – (COMMUNITY ADDICTION RESPONSE TEAM)

FULL TIME, PERMANENT

Hours of Work: 7.25 hours per day

Classification: SP3/SP4, $28.39 - $36.56 / $31.31 – $43.42 per hour

Location: Dauphin, Manitoba


The Community Addiction Response Team (CART) is an inclusive child protective project for families referred to Michif Child and Family Services with co-occurring parental substance abuse and mental health issues.


The CART will pair a CASE MANAGER with a Peer Family Mentor to work collaboratively with in-house addiction and mental health treatment resources towards providing intensive support, treatment and child welfare services to families in need of these services. The CART CASE MANAGER will also actively involve safe and supportive extended family members to create safety for children in the home. Whenever it is possible and safe, the CART program will keep children in their homes while parents work toward and achieve recovery from their substance use issues.


Key Responsibilities and Activities:


  • In collaboration with parents, extended family members and external resources, develop realistic and sustainable child safety plans that address substance use and mental health issues
  • Facilitate family network and collateral meetings;
  • Assess risk of maltreatment and identify family strengths and needs
  • Coordinate planning with families utilizing principals of a participatory practice approach:
  • Work with families in their home setting in order to improve family’s level of functioning;
  • Assist in the development and evaluation of interventions used in the CART project;
  • Complete all administrative and reporting requirements;
  • It is the responsibility of every position to provide, where requested, culturally relevant service or assist with access to such service.
  • Provide coverage related to Designated Intake Agency services where required
  • Respond to emergency calls
  • Other duties as assigned

Key Qualifications:


Education

  • Bachelor’s degree in Social Work or Master of Social Work degree.
  • Bachelor of Arts degree and three years related experience or a combination of education and five years related experience

Experience

  • Two years of direct child welfare experience.
  • Experience facilitating a participatory practice approach (i.e. Family Finding, Family Group Conferencing, etc.)
  • Experience working with families affected by substance use.
  • Experience in crisis intervention, abuse investigation and assessment of high risk situations.

Knowledge, Skills and Abilities:

  • Demonstrated understanding of Metis and Inuit culture and communities.
  • Demonstrated knowledge of the impact of substance use on parents and children
  • Demonstrated skills in clinical assessment, child safety assessments, planning and interventions
  • Ability to work from a strength based and solution focused perspective
  • Ability to work collaboratively with families and collateral resources
  • Strong and respectful engagement skills
  • Demonstrated knowledge of CFSIS, Microsoft Office, and Outlook.
  • Understanding of the Manitoba Child and Family Services Act, standards and regulations.
  • Ability to maintain a high level of confidentiality in all interactions.
  • Excellent assessment, interviewing and counseling skills.
  • Strong organizational, time management and prioritizing skills.
  • Advanced communication skills, both written and oral.
  • Ability to work cooperatively within a team environment.
  • Ability to work effectively in a high volume and time sensitive environment.
  • Ability to work in an ethical manner and ensure integrity.
  • Possess an acceptable Child Abuse Registry Check, Prior Contact Check and Criminal Records Check
  • Access to a vehicle and possession of a valid Manitoba driver’s license as travel to various Agency offices throughout the Province will be required.


Prior to commencing employment the successful applicant will be asked to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, a Child Abuse Registry Check, Prior Contact Check and a Driver’s Abstract upon hire at their own expense. Avalid Manitoba driver’s license and the use of a personal vehicle are requisites as travel is required.
