Chief Operations Officer

Type of Position: Full-time, Permanent Position

About the Position

Mushuau Innu First Nation has an exciting opportunity for a Chief Operations Officer (COO) who will oversee all operations of the Nation. Located in the unparalleled beauty of Natuashish, NL, the COO will report and work closely with Council while directing and overseeing management, administration, facilities, and the delivery of all Nation programs and services.

The COO is responsible for directing and managing staff to deliver programs, services and achieve the Council’s goals through efficient and effective use of Nation resources. The COO takes the lead to advance the vision and direction of Council with strategic and operational plans, comply with legislation and policies, and establish best practices in operational management, human resources, and financial management. The focus of the COO is hands-on tactical and operational management along with leadership on strategic and project responsibilities.

The COO is the liaison between other government agencies and departments, private industry business and any other individuals, groups, or agencies operating in or doing business with the community.

A rotational in-community work schedule is required to build strong and trusting working relationships and provide consistent management to staff. Natuashish is accessible by plane or seasonally by coastal passenger ship June through November. Duties and Responsibilities

Planning

· Manage all departments, programs, and services by directing and guiding management and staff.

· Lead planning activities for organizational, strategic, community, and operational plans.

· Coordinate action on the plans including follow-up, monitoring, and reporting.

· Assess risks and develop appropriate management and mitigation plans.

Financial Management

· Collaborate with the CFO to support all financial operations of the Nation including budgeting, accounts payable, accounts receivable, period-end reporting, purchasing, and payroll.

· Provide input and advice to Chief and Council in the management of the financial affairs of MIFN and its entities.

· Source and submit proposals to secure funding and grants and ensure quality reporting per requirements.

· Support the CFO to establish and enforce internal financial controls.

Operations

· Oversee program delivery in all areas, including but not limited to health, education, housing, social assistance, and administration.

· Identify resourcing needs and measure the effectiveness of program and service delivery.

· Work closely with management and staff to deliver programs, services and make progress on priorities.

· Ensure funding program requirements are met.

· Manage agreements, reporting requirements, and relationships with internal and external stakeholders.

· Oversee the community’s infrastructure and assets including supervision of equipment and facility use and maintenance.

Council Support and Administration

· Attend all Council meetings including coordination to prepare agendas, information, and resources for the meetings.

· Facilitate the exchange of information between Council and Community Members including conveying Council decisions.

· Ensure all Council business is conducted within relevant legislation, policies, and procedures.

· Represent the Nation at local, regional, provincial, and national meetings as required.

People Management

· Supervise staff per expected standards, policies, and performance expectations.

· Provide hands-on direction and coaching to management and staff.

· Coordinate regular performance evaluations.

· Coordinate training and development activities with a focus on capacity building.

Knowledge, Skills, and Abilities

· Proven hands-on management of people to deliver programs and services.

· Knowledge of key issues, legislation, policies, and procedures relating to First Nations administration.

· Excellent team leadership, management, mentorship, coaching, and capacity-building skills.

· Strong financial management skills.

· Proven ability to achieve results and successfully complete plans, activities, and projects.

· Exceptional relationship builder with the ability to build trust with internal and external partners.

· Ability to manage conflict using sound judgement.

· Working knowledge of public sector accounting standards (PSAS) and Generally Accepted Accounting Procedures (GAAP).

· Strong knowledge of sourcing, preparing, and delivering funding proposals and grants.

· Effective written communications skills, including the ability to prepare reports, policies, and Council documents using software applications such as MS products.

· Awareness of and ability to demonstrate cultural awareness and sensitivity.

Experience and Education Requirements

· Post-secondary education in business, finance, Aboriginal studies, or another related field is preferred.

· Certified Aboriginal Financial Manager (CAFM), Certified Aboriginal Professional Administrator (CAPA) or Master’s Degree are considered an asset.

· 5+ years of related experience, ideally in a management role for a First Nations organization, with responsibility for the following areas: planning and implementation, financial management including budgeting, human resources management, program management, and policy development and implementation.
