About the Opportunity

The City of Fort St. John is looking for a full-time Planner IIto join our team in Fort St. John, British Columbia.

Reporting to the Planning Manager, the Planner II provides advanced-level planning expertise and support in delivering planning and development services to our customers and the organization. This position will be responsible for a diverse workload in municipal planning and sustainability, and have both lead and supportive roles for complex planning activities, projects, and initiatives. You will have a critical role in ensuring land use and planning policy direction are considered in corporate projects and decisions, while providing lead support on select projects as assigned by the Planning Manager. Additionally, you may assist in supervising, training and working with department staff, as well as coordinating with external departments and staff on a wide variety of municipal applications and projects.

Your primary responsibilities will include, but are not limited to:

  • Lead the development and implementation of all planning-related bylaws and other bylaws as required
  • Lead the development and implementation of the Official Community Plan, Downtown Action Plan, Industrial Land Strategy, Housing Strategy and other plans
  • Coordinate and write administration reports for presentation to council in support of development and land use amendment applications
  • Complete complex reviews and comments on referrals from external agencies and Governments
  • Offer support as a critical player in regional and inter-municipal planning initiatives
  • Participate and provide planning policy oversight to inter-department project teams for corporate initiatives managed outside the department. This may include planning committees and intergovernmental review committees
  • Use social research methods, analysis, and interpretation to disseminate technical information and data to draft reports and studies for use by council and the community
  • May be asked to serve on various employee, organizational, and regional committees
  • May assist with the selection, evaluation, supervision, development, and training of department staff
  • Comply with the organizational safety program

About You

To qualify, you must have a degree in Planning, Human Geography, or a related field, as well as a minimum of 5 years of professional experience in planning. Municipal experience in local government will be considered an asset. You must also be eligible for membership registration with the Canadian Planning Institute; candidates working towards their MCIP will also be considered.

The following will be critical to successfully performing this role:

  • Working knowledge and thorough understanding of relevant provincial legislation and policy development
  • Ability to effectively communicate complex technical information, orally and in writing
  • Ability to interact with the public and establish effective working relationships with internal and external contacts
  • Ability to organize, coordinate, and complete tasks and projects efficiently
  • Ability to facilitate consultation processes with experience in facilitation, engagement principles and practices and/or Certification in IAP2

You possess a thorough understanding of relevant provincial legislation, land use bylaws and secondary plans coupled with the ability to perform detailed technical research and analysis. You are adept at working independently and as part of a team, demonstrating strong leadership skills and the capacity to supervise staff on various projects.

Key competencies include the ability to read maps and legal surveys accurately, organize and coordinate tasks efficiently, and facilitate consultation processes with both internal groups and the public. High political acumen and a commitment to maintaining a balance between detail-oriented tasks and overarching project goals are essential.
