Role Responsibilities

Reporting to the Director of Climate Change Compliance within the Climate Regulation and Carbon Markets Branch of the Policy Division of Environment and Protected Areas, the selected candidate will support the development and implementation of Alberta's greenhouse gas regulatory system.
This engineering position provides the department with scientific, engineering, and technical expertise in the area of greenhouse gas mitigation. This includes, but is not limited to working in the areas of greenhouse gas quantification, sampling and measurements, verification and reporting as it relates to regulated facilities. The selected candidate will work with regulated facilities in various sectors to ensure compliance with the regulation, which includes reviewing and assessing compliance of annual compliance reports, forecasting reports, benchmark applications, verification reports and other types of submissions made under Alberta's greenhouse gas reporting and regulatory system.
The position also supports interested stakeholders in understanding the TIER system including sites which may be regulated by TIER in the future.
The position will support the development of policies and programs to facilitate the implementation of Alberta's greenhouse gas regulatory system. This may include developing standards and quantification procedures for reporting.
As part of the position, the candidate may also conduct assessments and evaluations of key greenhouse gas mitigation technologies in areas such as renewable energy, energy efficiency, and carbon capture. This may include identifying research and technological knowledge gaps, interacting with technology developers, and managing research projects and contracts to improve knowledge of Alberta's environment and fill these gaps.

Qualifications

Required:
  • University graduate with a Bachelor of Science in Engineering.
  • Minimum of four years related work experience.
  • Must be a member or eligible for membership (Professional Engineer) with the Association of Professional Engineers, Geologists and Geophysicists of Alberta (APEGA). This includes candidates who are Engineers-in-Training (EIT) registered with APEGA.

Equivalencies considered: Additional related education considered in lieu of experience on a one-for-one basis.
Additional requirements
  • Selected candidates must have strong analytical and problem solving skills, proficient communication skills, and ability to work effectively as part of a team and independently.
  • Strong verbal and written communication skills such as presentation and technical report writing skills.
  • Ability to work well independently and in a team setting environment on a variety of project types.
  • Ability to manage multiple projects and priorities and be flexible when priorities change.
  • Self starter with strong problem solving skills and ability to adapt and learn new skill sets.
  • Technical knowledge and experience in greenhouse gas quantification, emissions reduction and mitigation, reporting, and verification.
  • Technical knowledge and experience in industrial processes, emission sources, and different production types of Alberta sectors.
  • Familiarity with greenhouse gas regulatory systems in Alberta and/or other jurisdictions in Canada.

Assets
  • Knowledge and experience with facilities in Alberta's different industrial sectors (electricity, oil and gas, fertilizers, petrochemicals, mining, etc.).
  • Knowledge and experience in reporting and/or conducting verifications under Alberta's greenhouse gas regulatory system (under current and previous regulatory systems).
  • Previous experience working with quality assurance (e.g. ISO 9001) or environmental management systems (ISO 14001).
  • Previous experience working with or in government as it relates to policy development and implementation.
  • Familiarity with software development, coding and automation.

The goal of this recruitment is to fill this position at Engineering & Related Level 2. However, candidates with lesser qualifications may be considered at a lower classification and salary.
