Job description

Job Summary:

The Compliance Specialist is responsible to conduct in-depth research and analysis to enhance detection of possible non-compliance of The Workers Compensation Act; develop departmental strategies and approaches to respond to possible non-compliance and evaluate their efficacy; and perform stakeholder specific inspections and audits. The incumbent also administers the department's investigation management system.

Job Duties:

Develops departmental strategies and approaches based on available data and industry best practices to enhance detection and identification possible non-compliance; develops and maintains the allegation evaluation framework used to guide the department's response to cases of suspected of non-compliance; and leads internal projects to evaluate new recommended approaches.
Evaluates the effect of past compliance interventions; makes recommendations to management to adjust or modify departmental activities to enhance overall compliance rates; recommends performance metrics and maintains the data to support these metrics.
Performs compliance inspections and audits to review a stakeholder's compliance with its obligations under The Workers Compensation Act; when areas of concern are identified based on the inspection, works with the stakeholder to develop a strategy to address specific compliance issues; monitors ongoing compliance.
Performs audits where non-compliance is suspected; analyzes data, business records, policies and practices, and interviews key informants.
Exercises the authority of an Inspector under section 99 of The Workers Compensation Act to compel production of records or inspect a premises; stores and logs evidence in accordance with policy.
Prepares comprehensive audit reports which may: make recommendations to the stakeholder on corrective action(s) to prevent future contraventions; result in financial sanction(s) and/or penalties, and determining an amount payable to the WCB and/or third parties.
Collaborates with the WCB's Business Intelligence unit to identify, evaluate and calibrate leading and lagging indicators of non-compliance; implements the use of these indicators by the department.
Administers the Compliance Services case management system; prepares operational reports based on system data; identifies, evaluates and recommends potential system enhancements; maintains system training material and delivers internal system training; trouble shoots perceived defects/bug; tests change/modifications to the system; liaises with Information Technology (IT) and/or external service provider(s) that provide application management services; and analyses user compliance with system and data rules.
Pursues professional development through continuing education and training, literature reviews, and workshops, seminars, etc. to ensure continued expertise.
Performs peer review of key case documents prepared by other team members.
Performs other related duties as assigned.

Qualifications:

University degree in Social Sciences or a related discipline
Minimum of five (5) years' progressive experience performing research projects involving qualitative and quantitative analysis for which comprehensive reports are produced
Knowledge of the principles of administrative law and statutory interpretation
Advanced proficiency in the use of a personal computer (Word, Excel PowerPoint, SharePoint, Power User) in a Windows environment
Proficiency in the use of modern information technologies to manage, organize, analyze, model and present data
Well-developed research, analytical, decision making and problem solving to resolve problems
Strong document management and case/project management skills
Ability to communicate effectively, both verbally and in writing, including expertise in drafting administrative decisions and recommendations
Excellent investigatory and interviewing skills
Ability to deal tactfully, diplomatically and objectively with internal and external stakeholders in sometimes confrontational situations
Strong interpersonal skills with the ability to encourage collaboration with diverse groups
Ability to organize and prioritize workload while managing multiple demands
Ability to work independently and as part of a team
Ability to travel in Manitoba
Ability to obtain and maintain a level of security clearance required for this job
Knowledge of accounting principles specifically payroll accounting practices would be an asset
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required

Additional Information:

Salary Range: $70,179 - $87,723
