Job DescriptionJob Description:Salary: Level 5 LPN/RN POSITION SUMMARY Supporting the vision, values, purpose of Seabird Island's Health Department including service delivery that is centered around clients, members, and families. Reporting to the Director of Health and Social Development, the Manager is accountable for managing and providing leadership for assigned clinical operations through the leadership provided to staff, or the management of service contracts with contracted agencies. Through the direct leadership and management of people and resources, the manager oversees the operational, administrative activities of a clinical operations; or supports the operation of Primary Care supports for services as provided through contracted agencies. The Manager fosters an environment that empowers and supports individuals to provide safe, culturally inclusive, quality care. Ensures clinical operations at Seabird Island, the community or across partner sites/community areas are delivered in an effective and efficient manner through consultative advice on Primary Care design, policies and procedures, management and leadership or contract management. Provides work direction and oversight of direct reports:work planning, scheduling, scheduling for unplanned absences, payroll processing and assessment of staffing need and creating overarching clinical service delivery schedules and staff rotations based on operational requirements.hiring/promotion, staff development, coaching/mentoring, development plans, feedback, and conducting performance management reviews.conflict resolution, discipline, and termination recommendations.authorizing leaves of absence.ensure all employees are actively charting (including in Mustimuhw).are aware of their duty to report, duty of care, boundaries, conflicts of interest, and working relationships with vulnerable individuals and families.evaluating the work of staff and volunteers to ensure that programs are of appropriate quality and that resources are used effectively; andpromoting shared team goals and collaboration among members.Monitor overall performance of program against the business plan and budget, including authorization of expenditures.Provides leadership of people to foster an environment that is supportive of engagement, innovation, individual and team achievements and the provision of safe, quality care.Accountable to ensure staff are knowledgeable of applicable health and safety legislation, are trained to act appropriately in emergency situations, practice safe program delivery, and operate equipment and materials safely utilizing safe work practices. Ensure that documented procedural information is available and that necessary reports/follow-up to near misses and incidents are completed in a timely manner and reported accordingly. Primary CareLeads, plans, develops, implements, and evaluates new or redesigned workforce plans, services, and programs to support clinical improvement and service expansion priorities while ensuring alignment with other program operations and evidence-based practice protocols; incorporates change methodologies into the redesign of existing programs to transform service delivery, culture, and system structure when/where needed.Provides leadership for quality care, identifies risks and action plans in terms of clinical outcomes.Interprets, applies, and ensures operational and service contract plans meet accepted operational and/or contractual requirements, professional standards, collective agreement or other standards and legislated/contractual obligations. Investigates and responds to complaints or grievances. Represents the Department in third party venues.Establishes and maintains effective working relationships, ongoing communications with medical staff, other departments at and across sites/community areas and other internal and external stakeholders.Participates in strategic planning, Primary Care development, and the development of short and long term tactical clinical, operational, or service plans. Assesses and advises on conflicts in terms of operational plans where leading Primary Care that report up to the Director.Communicates program strategic direction incorporating the Seabird Island's or program-specific visions, values and ensures integration into practice by team members.Acts as a resource to care teams, provides expert consultative advice to other health care practitioners, and acts as a resource for the assigned clinical operation(s) or service contracts.Co-ordinates, participates or facilitates research initiatives taking an interdisciplinary and consultative approach.Participates in the development and maintenance of administrative and clinical information systems; ensures Seabird Island, government and regulatory reporting requirements are met.Participates in the development, implementation, and negotiation of essential service contingency plans.Collaborates with internal and external stakeholders to exchange knowledge, and develop, manage, and evaluate clinical programs considering cultural safety, client needs, service delivery interrelationships and service potential within a complex environment.Ensures the Director is informed of and aware of significant events and activities in the areas of responsibility.Works closely and collaboratively with the Health Department teams, including the Medical Office, Physicians, and Nurses, to ensure clinical and non-clinical operations are working as an integrated and synergistic whole.Ensures the Medical Office, Physicians, and Nurses, and Director is informed and aware of significant risks, events, and activities in the areas of responsibility. Quality ImprovementSupports the design, implementation, and ongoing quality improvement of a culturally safe, sustainable, and successful team-based care service model that integrates a First Nations view of holistic wellness. This may include, but is not limited to collaboratively developing, evaluating, and refining team communication, leading regular team meetings, and associated follow up, and developing and managing effective team workflows.In partnership with the Health Quality Officers, leads development, implementation, management, and ongoing quality improvement of systems and processes to monitor and manage quality performance, critical incidents, and end-user feedback or complaints. Supports our physician leadership in response to complaints and incidents with respect and privacy, and facilitates debriefing processes as needed.Acts as an advocate for clients, members, and families; responds to issues in clinical operations to internal and external stakeholders and agencies; ensures compliance of the complaint review and audit process.Chairs and/or participates on committees; prepares status reports to update the Director and/or develops recommendations on follow up action to be taken; implements approved recommendations.Identifies issues affecting clinical service and workflow implementation, and coordinates information from multiple sources to analyze and form a comprehensive perspective to revise goals and plans to reflect changing priorities and presents options and recommendations to the Director and supports implementation of solutions. Relationship and team buildingWork collaboratively and cooperatively with all levels of Seabird Island.Demonstrate behaviors, actions and attitudes that are consistent with Seabird Island's vision, mission, culture, and values.Provide opportunities for the enhancement and development of positive cultural identities of the staff and clients.Ensure appropriate communication and consultation with the Director and other teams.Ensure effective and professional communications with all internal and external service providers, committees, and workgroups.Work respectfully, positively, professionally, and collaboratively with team members. Administration and reportingComplete administrative functions, workplans, training plans, and reports and adhere to policies, procedures, and relevant practices.Develop and maintain accurate, up-to-date, and concise work files, ensuring confidentiality and safekeeping of all documents and records.Manage expenditures within the program budgets as authorized by the Director of Health and Social Development.Seek out and pursue funding opportunities – writing / contributing / submitting proposals to granting agencies.Complete all funding requirement reports for funding agencies and other stakeholders, in a timely and succinct manner.Compile and submit monthly reports to the Health and Social Development Director, containing both narrative and statistical information.Attend community and other public meetings and events as required.Make presentations and provide advice/guidance on Primary Care programs.Initiate actions required by the Director and coordinate and monitor assigned tasks emerging from meetings asdirected by the Director. Duties and Accountabilities:Ability to maintain a high level of respect and confidence from clients and the community.Participate in community activities and functions as required by Seabird Island and Chief and Council, including but not limited to Seabird Island Festival, and the Seabird Island Open House.Support the relationship between the agency and the community by demonstrating respectful, courteous, and cooperative behavior when interacting with participants, visitors, and other employees.Maintains strictest confidentiality.Travel as needed.Work in compliance with the Occupational Health and Safety Act, and other applicable legislation, department policies/procedures/practices, operational guidelines, and perform safe work practices.Ability to deal effectively with staff, all departments, other levels of government, contractors, architects and/or consultants, community groups/stakeholders, volunteers, and the public.Ability to attend evening and weekends as needed.Perform other duties as assigned in accordance with department and corporate objectives.Other duties or responsibilities as assigned by your Director, Executive Director, or Chief & Council. WHAT YOU BRING QUALIFICATIONS EDUCATIONClinical bachelor's degree, or medical professional certification (ex. Bachelor of Nursing, EMT)Must be a Registered Nurse or Licensed Practical Nurse.Master's Degree considered an asset SKILLS/EXPERIENCE6-8 years of experience in working in a clinical setting, including 4-5 years of experience in a direct progressive supervisory/leadership capacity.Experience working with First Nations people and communities and providing culturally safe care.Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.Must have a strong understanding of finances, budgeting, event operation budgeting and proposal writing.Excellent communication skills including the ability to facilitate, negotiate, and partner with others both internal and external to the organization.Demonstrated knowledge and ability to work with diverse populations, incorporating diverse perspectives, values, and approaches into planning.Excellent interpersonal skills, advanced written and verbal communication, pro-active problem-solving abilities, and a well-demonstrated ability to work with others as part of an interdisciplinary team.Demonstrated knowledge and ability in related clinical health care practice, education and program planning, development, implementation, and evaluation.In-depth knowledge of project management concepts, methods, practices, and tools.Exceptional attention to detail and an advanced ability to organize information and multi-task/ prioritize in a busy environment.Excellent investigative, analytical, and problem-solving skills.Ability to orchestrate multiple activities at once to accomplish results.Ability to effectively present and clarify requirements, and gain support for expectations, ideas, and concepts with various audiences/stakeholders.Ability to create and achieve results by engaging and influencing individual, group, or departmental goals.Knowledge of department management processes under collective agreements.Ability to inspire and guide individuals toward goal achievement.Ability to effectively explore alternatives to make appropriate decisions.Sound understanding of culturally safe and trauma-informed approaches to practice.
