Director, Distribution System Operator (DSO) will have full oversight and accountability for the planning, delivery, and transition to operations for new DSO capabilities at Hydro One. Initially, the DSO Role will educate and collaborate with internal and external stakeholders to secure funding, staff key leadership roles, define strategic objectives for the program, and outline capitalization guidelines for new DSO capabilities.
Position Overview
-Ensure that the interdependencies across the DSO program are understood and internal initiatives and projects in flight align and clearly with the objectives of the DSO program.
-Negotiate and redirect capital and OM & A budgetary allocations across business units to drive financial alignment to DSO program objectives.
-Collaborate with Finance to define new financial models for capitalization of virtual assets.
-Identify resourcing needs and collaborate with Human Resources to develop a staff strategy to support long-term DSO objectives across planning, delivery and options.
-Drive funding opportunities with Executive leadership team and the Ontario Energy Board leveraging partnerships and regulatory applications.
-Facilitate coordination and collaboration with external stakeholders.

-The DSO Role will then transition into developing a DSO delivery and operations talent acquisition strategy, organizational design, and staffing model while driving consensus on matrixed roles and responsibilities across business units to support new DSO capabilities.
-This includes restructuring capital and operating budgets to align with existing and new organizations and teams.
-The successful individual must be able to lead negotiations and influence others with logical reasoning. Through the lifecycle of the DSO program the DSO Role will have full accountability for strategic decision making while managing substantial risks related to scope, cost, schedule, resourcing, stakeholder relationships, and supplier relationships.
-The DSO Role will serve as the "face of DSO at Hydro One" in many different arenas. The successful individual must be able to manage conflict and drive resolution, instill and maintain positive morale, and create a culture of trust and empowerment at all levels.
-As the lead for the DSO Strategic Initiative, this individual will represent Hydro One to vendors (Schneider, Microsoft, GE) as we explore application platforms, regulators (OEB and IESO) and Industry Associations (EDA and OEA) to gain industry-wide consensus.
-This individual will not only inform the DSO model in Ontario, but also advocate for Hydro One's positions as there can be multiple variations of DSO models.
Further, the DSO is not a destination, it's a journey meaning the model will continue to evolve over time as new types of non-wire solutions come on to the market, and market rules correspondingly develop.
Summary of duties below:

-Establish DSO program and lead core team to ensure that deliverables align with the strategic goals and resolve critical risks.
-Oversee the standup of key workstreams and ensure the right resources are available from business teams to drive project delivery.
-Drive regular business requirements communication with Executive Sponsor.
-Develop Internal engagement strategy & change management plan.
-Ensure resources staffed and trained for initial deployments/pilots.
-Industry & regulatory stakeholders engaged and alignment obtained.
-Customer engagement initiated to inform market design and programs.
-In-flight initiatives aligned with technology and business outcomes.
-Key DSO capability pilots are defined and prioritized; RFPs are developed.
-Power system requirements are understood.
-Market parameters are evaluated and set for relieving grid challenges.
-Business and technical architecture well-developed.
-Change management is in place through the evolution of the DSO program.
Selection Criteria
Qualification and Experience

-Bachelor's degree is Finance and/or Engineering. A degree in Project Management is desirable.
-10 to 12 years of related experience (minimum 5-7 years at the Director level).
-Strong utility experience is required to carry out the role.
-Subject matter expertise across: (1) Energy policy and regulation; (2) Energy markets; (3) Power and utilities value chains, and (4) Power and utilities business models.
-Technical subject matter expertise is also required across: (1) Energy operational systems; (2) Operational technologies, and (3) Operational capabilities.
-Strong communication skills, ability to present to senior levels in the organization, up to the Board of Directors.
-Negotiation skills to redirect capital and operating budgets across the business.
-Project management skills, ability to oversee many interdependent work streams.
-Conflict management skills across the various DSO work streams. #Long-term planning, and ability to change course of action in face of uncertainty
