Who we are
The Independent Electricity System Operator (IESO) works at the centre of the province's power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.

The Opportunity

Reporting to the Director of MACD, this position directs the business unit ("GDS") which performs a wide range of governance functions and centralized business support activities in respect of MACD's sector oversight responsibilities. These functions include managing the division's relationships and requirements with the IESO's Board of Directors, its Chief Executive Officer, and a variety of other regulatory authorities, with whom MACD is in partnership and/or to whom MACD has accountability. In addition, these functions direct MACD's strategic and business planning activities, and oversees its processes and controls, as well as a range of centralized business services, as detailed in the Key Job Functions section.

What you'll be doing

MACD Leadership

  • Forms part of MACD's Leadership Team, consisting of two other MACD Directors, the Director of Rule Compliance and Market Surveillance the Director of of Enforcement and Legal Services, as well as several Senior Manager positions(see management org chart snapshot in section D). In this capacity, acts as senior advisor to the VP of MACD and serves as a conduit for and manager of information across MACD's disparate business functions and units, including overseeing the maintenance of strict firewall and confidentiality protections between MACD's business units as well as between MACD and the IESO.
  • In this way, analogous to the other direct reports to the VP of MACD in their respective areas of investigative and analytical operations enforcement and legal services and chief economist.

Governance

  • As a ring-fenced unit within the IESO, MACD independently performs a variety of delegated law enforcement and market surveillance functions. These facets in turn drive a variety of governance arrangements. Foremost, the VP of MACD reports to the Markets Committee of the IESO's Board of Directors.
  • This relationship includes ongoing reporting activities, and a minimum of three appearances a year at special Committee meetings.
  • In addition, the VP reports administratively to the IESO's Chief Executive Officer, is an associate member of the IESO's Executive Leadership Team, and has a separate associate relationship to the Chair of the Ontario Energy Board's Market Surveillance Panel in respect of its market monitoring, surveillance, investigation and public reporting activities.
  • Further, MACD is party to a wide range of partnership arrangements, with other IESO business units, and many other federal, provincial and international enforcement and regulatory agencies . This position oversees and manages all of these relationships, as well as the terms and conditions which serve to further their objectives.
  • These objectives include accountability for a wide range of commitments and controls, such as a complex set of information sharing, confidentiality protection and reporting aspects.

Strategic and business planning

  • This position leads all of MACD's strategic and business development and planning activities.
  • These activities include participation by MACD in the IESO's own processes in this regard, as well as MACD's own strategy and business plan development in light of its distinct mandate.
  • Further, they include strategic and business planning collaborations with other partner agencies, primarily the Ontario Energy Board and a variety of bulk electricity reliability standards and market enforcement agencies such as the Federal Energy Regulatory Commission, the North American Reliability Enforcement Corporation, and the Northeast Power Coordinating Council.

Partnerships and outreach

  • Oversees the development, renewal and maintenance of all MACD partnerships and corresponding relationships.
  • This includes meeting with delegated heads of other partners and stakeholders affected by MACD's work, coordinating and developing strategies related to outreach across MACD's various enforcement responsibilities.

Policy development

  • Oversees and manages MACD's policy development program, ensuring consistent application and adherence across MACD's different business units.
  • Examples include development of risk-based enforcement frameworks, evidence handling, litigation and hearing procedures, conflict-of-interest policies, notice obligations.

Portfolio management

  • Oversees and manages MACD's portfolio management processes, ensuring that divisional priorities, strategic direction, enforcement imperatives and resource availability are optimally geared to achieve most effective enforcement and surveillance outcomes in the public interest.
  • This function includes chairing MACD's Portfolio and Project Management Team.

Resource management

  • Oversees and manages MACD's various resource acquisition and development activities.
  • This includes talent acquisition aspects, such as MACD's external legal services procurement activities, budgeted headcount allocation and management processes, contracting for and managing experts in litigation and enforcement circumstances, and a wide variety of temporary and rotational staffing movements.
  • Oversees the division's administration of MACD's unique funding arrangements, such as its use of the IESO's adjustment account, which allows for resource flexibility to adapt to shifting enforcement imperatives.
  • This includes overseeing and managing MACD's budgeting, expense control and tracking and other division-specific accounting practices.

Training and development

  • This also includes overseeing and managing MACD's talent development program, including MACD's specialized orientation program, as well as its technical training and development curriculum.
  • Supports MACD senior management by coordinating the division's talent review, performance appraisal, competency development and performance management activities, in addition to conducting same for GDS staff.

Evidence management

  • Oversees and manages the provision of services related to evidence control, management and support in respect of all enforcement matters which may lead to legal proceedings.
  • These proceedings can include hearings conducted by the VP of MACD, MACD determination processes, mediations and arbitrations within the IESO's dispute resolution process, hearings and appeals at the Ontario Energy Board, and court and tribunal proceedings.
  • This position oversees the provision of evidence and information support at those proceedings when they do occur.
  • This includes the execution of evidence control processes, as well as the management of litigation support tools, surveillance databases, and oversight of confidentiality and other information control requirements between and among these systems.

Information management

  • Oversees and manages the development and ongoing stewardship of an information and content management system in MACD that satisfies its law enforcement and adjudicative responsibilities and ensures efficient information sharing, access and protection.
  • Related systems and processes must include reliable case and investigative information histories to enable consistent and lawful application of authorities.
  • In addition, this work will include analysis and creation of reports related to a wide variety of information in support of senior MACD management decision-making, such as project and time utilization data.

Committees and Meetings

  • Oversees, manages, and leads coordination and facilitation of a set of committees, such as Market Surveillance Panel, Market Watch meetings, Enforcement Coordination meetings with the IESO, international reliability standards and market monitoring and enforcement meetings, including MACD's role as co-chair.
  • These responsibilities will be mirrored for a set of internal MACD committees, which support the adjudicative roles of the VP of MACD.
  • This position, or its delegate, will act as the key liaison with all IESO business units for these purposes.

Framework development and change management

  • Oversees and manages the evolution of a Framework Development Program, consistent with the needs of an expanded set of MACD enforcement and surveillance responsibilities.
  • This program will include a wide range of process, procedures, policies, guides, tools, templates and analytical frameworks to guide the execution of MACD's various responsibilities.
  • This responsibility will also include the development and management of a change initiative process to allow for enduring maintenance of this framework once the Program has been developed.
  • This aspect will also require management of a variety of process design activities, and the construction of internal manuals and training materials for MACD staff.

Project management and coordination

  • This position will oversee the provision of project management and coordination services for all MACD units, ensuring that all cases, projects and activities are following process required by MACD policy or legal obligations.

What you'll need to succeed

  • Minimum 10 yrs substantial experience across regulatory, compliance or law enforcement in governance, project and portfolio management, policy development, enforcement services, or related disciplines.
  • Senior advisory and/or Board or Commission experience.
  • Management experience 5+ yrs.
  • Will oversee 11 employees, plus contractors, in the provision of the above services.

The IESO offers a hybrid work model program to most of our employees, based on business needs.
