Reporting to the Chief Administrative Officer, the Director of Public Works is responsible for leading and managing the operations and administration of the Public Works department including General Operations, Water, Waster Water, and Sanitation divisions. The Director provides oversight and optimizes planning to for the effective delivery of Municipal Works and Services. The Director ensures that the allocation of departmental resources are aligned with the City’s strategic priorities.
In this role, the Director of Public Works would find themselves effectively managing staff, responding to inquiries and investigating complaints from the public and public agencies, and ensuring Health and Safety is a priority. In addition, the Director would assist with infrastructure development and capital projects, preparing and monitoring budgets, development and permitting, providing service to other City departments, and respresenting the City in negoiations with stakeholders in regards to Public Works related items.
The ideal candidate will have the following:
Assets include the ability to speak and write in Inuktitut and or French, and having northern experience. Equivalencies that include a combination of education and experience may be considered.

Relevant du directeur municipal, la personne au poste de directeur des travaux publics est responsable de diriger et de gérer les opérations et l’administration du service des travaux publics, y compris les divisions des opérations générales, de l’eau et des eaux usées et de l’assainissement. Le directeur des travaux publics supervise et optimise la planification afin d’assurer une prestation efficace des travaux et services municipaux. Le directeur veille à ce que l’affectation des ressources du service soit conforme aux priorités stratégiques de la ville.
À ce titre, le directeur des travaux publics doit gérer efficacement le personnel, répondre aux demandes de renseignements et étudier les plaintes du public et des organismes publics, et veiller à ce que la santé et la sécurité soient une priorité. De plus, le directeur prend part au développement des projets d’infrastructure et d’immobilisation, à la préparation et au suivi des budgets, au développement et à l’octroi de permis et à la prestation des services des autres services municipaux, et représente la Ville dans le cadre de négociations avec les parties prenantes à propos de questions concernant les travaux publics.

- Bachelor’s degree in public administration, Civil Engineering, Water and Municipal Engineering, Master of Business Administration or a directly related field.
- Certifications, knowledge and/or training in: Municipal Wastewater Treatment, Wastewater collection, Water Distribution and Water Treatment, Heavy Equipment Operation, standards in Road Maintenance, Building Operations, Solid Waste Management operations, Cemetery Operations, Fleet Management, WHMIS
- Seven to ten years’ progressive municipal leadership experience managing a Public Works department or similar operation
- Experience administering an occupational health and safety program to ensure compliance with legislative requirements
- Knowledge of theory, principles, practices and techniques of Public Works, in areas including General Operations (Roads, Garage, Building Maintenance, Cemetery), Water and Waste Water (trucked services, utilidor, water and wastewater treatment) and Sanitation (landfill and waste transfer stations, waste collection)
- Proven ability providing leadership to union and non-union staff and to build strong, cohesive and productive staff teams
- Ability to analyze complex engineering and maintenance issues in order to evaluate alternative solutions, and develop sound conclusions, recommendations and courses of action
- Knowledge of the principles and practices of Public administration, budgeting, purchasing, the maintenance of Public records, and the organization and functions of an elected City Council
- Competent computer skills including Microsoft Office products and the ability to learn new technology and software programs
- Strong interpersonal, communication and presentation skills
- Excellent research, organizational, time and project management skills

Relevant du directeur municipal, la personne au poste de directeur des travaux publics est responsable de diriger et de gérer les opérations et l’administration du service des travaux publics, y compris les divisions des opérations générales, de l’eau et des eaux usées et de l’assainissement. Le directeur des travaux publics supervise et optimise la planification afin d’assurer une prestation efficace des travaux et services municipaux. Le directeur veille à ce que l’affectation des ressources du service soit conforme aux priorités stratégiques de la ville.
À ce titre, le directeur des travaux publics doit gérer efficacement le personnel, répondre aux demandes de renseignements et étudier les plaintes du public et des organismes publics, et veiller à ce que la santé et la sécurité soient une priorité. De plus, le directeur prend part au développement des projets d’infrastructure et d’immobilisation, à la préparation et au suivi des budgets, au développement et à l’octroi de permis et à la prestation des services des autres services municipaux, et représente la Ville dans le cadre de négociations avec les parties prenantes à propos de questions concernant les travaux publics.
La candidature idéale doit répondre aux exigences suivantes :
- Titulaire d’un baccalauréat en administration publique, en génie civil, génie des eaux et municipal, ou titulaire d’une maîtrise en administration des affaires ou titulaire d’un diplôme dans un domaine connexe.
- Certifications, connaissances et/ou formations dans les domaines suivants : Traitement des eaux usées municipales, collecte des eaux usées, distribution de l’eau et traitement de l’eau, opération d’équipement lourd, normes d’entretien des routes, exploitation de bâtiments, opération de gestion des déchets solides, exploitation des cimetières, gestion du parc automobile, SIMDUT
- Sept à dix ans d’expérience progressive au niveau de la direction municipale dans le domaine de la gestion d’un service de travaux publics ou d’une opération semblable
- Expérience en matière d’administration de programme santé et sécurité au travail visant à assurer la conformité aux exigences législatives
- Connaissance de la théorie, des principes, des pratiques et des techniques des travaux publics, dans des domaines comme les opérations générales (routes, garage, entretien des bâtiments, cimetière), l’eau et les eaux usées (services par camion, utilidor, traitement de l’eau et des eaux usées) et l’assainissement (sites d’enfouissement et de transfert des déchets, collecte des ordures)
- Capacité avérée à diriger du personnel syndiqué et non syndiqué et à constituer des équipes solides, soudées et productives.
- Capacité à analyser des questions complexes d’ingénierie et de maintenance afin d’évaluer des solutions de rechange et d’élaborer des conclusions, des recommandations et des plans d’action judicieux
- Connaissance des principes et des pratiques de l’administration publique, de la budgétisation, des achats, de la tenue des registres publics ainsi que de l’organisation et des fonctions d’un conseil municipal élu
- Bonnes compétences informatiques, notamment des produits Microsoft Office, et capacité à apprendre de nouvelles technologies et de nouveaux logiciels
- Solides compétences en matière de relations interpersonnelles, de communication et de présentation
- Excellentes compétences en matière de recherche, d’organisation, de gestion du temps et de projets
Parmi les atouts, la capacité de parler et d’écrire en inuktitut et/ou en français, et une expérience/connaissance du nord. Des équivalences qui comprennent une combinaison d’études et d’expérience peuvent être envisagées.
