Adecco is presently seeking a full-time Environmental/Regulatory Advisor to integrate into the operations of a prominent petroleum refining company located in Cold Lake, AB. As the appointed individual, you will assume responsibility as the primary liaison for all environmental and regulatory affairs, overseeing and coordinating relevant programs. This position offers a compelling prospect to spearhead and influence the organization's environmental initiatives while ensuring adherence to pertinent regulatory frameworks.

Duties and Responsibilities:
  • Collaborating with environmental, socioeconomic, and health consultants to prepare the project's Emergency Support Group (ESHIA) and Environmental Management Plan (EMP).
  • Developing, coordinating functional endorsement, and implementing the project's Regulatory Compliance Plan and Environmental Management Plan.
  • Assisting the Safety, Health, and Environmental (SHE) Manager in supporting project-related Environmental & Regulatory (E&R) activities and providing input to the Environmental Business Planning process.
  • Tracking and stewarding the project approvals process and compliance status, ensuring timely acquisition of permits/licenses/approvals.
  • Integrating environmental, socioeconomic, and health requirements/standards into project designs and implementation plans.
  • Providing input for cost and schedule estimates related to regulatory approvals/compliance and developing and implementing ESHIA, EMP, Health Plan, and other E&R deliverables.
  • Recommending avoidance/mitigation measures for environmental and/or socioeconomic and/or health issues/impacts and overseeing their implementation.
  • Working with EPC contractors to develop and ensure acceptable E&R plans applicable to their scope of work.
  • Reviewing EPC contractor E&R plans and other deliverables for compliance with environmental, socioeconomic, and health requirements.
  • Providing guidance on regulatory compliance and E&R performance, in alignment with host-country regulations and project obligations.
  • Monitoring EMP implementation and E&R performance, coordinating with Site Construction Managers and conducting inspections/assessments.
  • Investigating and reporting compliance initiatives and non-compliance situations, completing necessary forms and documents.
  • Preparing internal and external reports regarding E&R stewardship, regulatory compliance, and government/lender requirements.
  • Coordinating activities of technical experts hired for specific E&R-related tasks.
  • Assisting with special tasks, studies, and reports related to E&R topics and regulatory compliance.
  • Facilitating communication between field locations and the Project SHE Manager regarding environmental, socioeconomic, and health matters.
  • Participating in training/awareness sessions on E&R performance, EMP implementation, and other environmental and/or socioeconomic and/or health matters.

Requirements and Qualifications: 
  • University degree in Natural or Environmental Sciences, Natural Resource Management, Social Sciences, Engineering, or a related technical field.
  • Previous experience in a closely related position.
  • Relevant experience in environmental and/or socioeconomic and/or health fields, preferably within a construction or extractive industry project.
  • Knowledge of external project financing is desirable.
  • Familiarity with country-specific regulations is desirable.
  • Excellent English speaking and writing skills are required.
  • Familiarity with the predominant in-country language(s) is desirable.
  • Strong interpersonal skills, organizational talents, and the ability to work positively in a team environment.
  • Must be legally eligible to work and reside in Canada
