The Northern Development Division of the Ministry of Northern Development is responsible for promoting economic development for Northern Ontario, and for the delivery of a variety of government programs and/or services in the north relating to community/regional economic development, transportation and community infrastructure.
Here's your opportunity to showcase your financial expertise with the Northern Ontario Heritage Fund Corporation (NOHFC) where you will support its mandate to offer programs to the private and public sector and deliver these programs using third parties by reviewing submissions for financial assistance, preparing letters of offer and term sheets, coordinating legal agreement preparation and facilitating workflow with due diligence service provider(s).

What can I expect to do in this role?

Reporting to the Financial Services Manager, you will:
• lead the development and implementation of legal agreements for NOHFC approved public sector and private projects
• monitor projects in accordance with legal agreement requirements, government directives, NOHFC policies and procedures
• liaise with project officers, NOHFC staff, service providers and legal services to provide advice and recommendations on administration of NOHFC funding agreements
• prepare private sector letters of offer and term sheets based on Board of Director's approved resolutions for projects approved for secured loan funding
• ensure that legal agreements accurately reflect the terms and conditions in board resolutions, and, if applicable letters of offer
• provide recommendations and expert advice to senior management on a variety of issues
• review payment claims for funding as recommended by internal and external service providers for disbursement to recipients
• recommend and provide advice to the Audit Committee regarding NOHFC approved projects;
• assist in the administration of the due diligence service provider agreement, and service provider oversight

How do I qualify?

Financial Knowledge and Skills

• You have demonstrated knowledge of financial management, accounting theories, principles and practices, loan administration regulations and policies, commercial lending and credit granting principles and practices.
• You have the ability to interpret and apply relevant legislation such as the Financial Administration Act, and Freedom of Information and Protection of Privacy Act and directives and policies such as the Agencies and Appointments Directive, Transfer Payment Accountability Directive, Broader Public Sector Procurement Directive, etc.
• You have knowledge of financial analysis, evaluation processes and procedures to evaluate financial information.
• You have knowledge of legal principles associated with contract development terminology to develop terms and conditions of legal agreements and conduct audits and investigations.

Analytical and Problem-Solving Skills

• You have reasoning and problem-solving skills to consolidate and analyze information on financial activities related to loan and conditional contribution legal agreements for public and private sector recipients.
• You have evaluative and analytical skills to identify any potential issues or concerns and develop options and recommendations on a variety of matters related to the administration of NOHFC legal agreements.

Communication, Consultation and Negotiation Skills

• Your strong consultation and negotiation skills allow you to initiate, influence and lead discussions with the due diligence service provider.
• You have excellent customer service skills, diplomacy and tact to develop and maintain relationships with clients.
• You can clearly and effectively explain procedures and policies to clients and staff and provide detailed information and technical guidance.
• You have excellent writing skills to prepare and present logically developed assessments and recommendations, provide input to policies, and prepare written materials for Board, Audit Committee and Senior Management.

Project Management and Organizational Skills

• You have demonstrated project management skills to monitor NOHFC project legal agreements and recommend courses of corrective action when necessary.
• You can plan and prioritize activities and meet set deadlines and changing priorities.

Computer Skills

• You have knowledge of, and proficiency using computerized database systems and computerized financial accounting and information systems and software to analyze and manipulate data, prepare financial analysis and reports, develop tracking systems, and process payment claims.
• You have the ability to use standard office software (e.g. word-processing, presentation/graphics, and spreadsheets).
