The University Students’ Council (USC) is the official student association for more than 30,000 undergraduate students at Western University. Incorporated in 1965, we are widely viewed as one of the most reputable and effective student associations in North America. With a $30 million dollar operating budget, 50 full-time staff, and hundreds of part-time student staff and volunteers, the USC provides a robust offering of programs, services, and operations that significantly contributes to Western’s best student experience.
We own and operate two restaurants, a clothing retail store, and a movie theatre; we facilitate the undergraduate health and dental plan, the student transit pass, and late night shuttle busses; we run major events including Western’s Orientation Program, the Purple Concert Series, and Beer Fest; we provide peer support through a comprehensive peer network, the Peer Support Centre, and our on-campus Food Bank; and at our core, we are an advocacy organization, representing the voices of Western undergraduates to the university and all levels of government.
Our organization is led by a team of six student executives who work full-time on one-year terms. With the endorsement of the USC’s 46 student councilors and support of the USC’s 8 student directors, the student executive directs all activities of the USC.

About the Department
Advocacy and Government Services provides governance, policy, and research support to the decision makers at the USC. Our department responds to the needs of our student leaders and campus community to inform strong, evidence based advocacy and policy making.
Job purpose
The Government Services Manager supports the work of Council through training and development, corporate record keeping, and an up to date knowledge of the USC’s bylaws, policies, and procedures. Overseeing the research and elections functions of the USC, this role will contribute to an evidence-based advocacy and decision making process. Finally, the Government Services manager is expected to approach their work with a coaching mentality that focuses on providing unbiased, evidence-based options to student leaders.
Duties and responsibilities
Council Support
- Support the Speaker and Deputy Speaker in leading Council meetings.
- Develop and execute a professional development program for Council over a year long cycle.
- Support each member of council to develop and execute a legislative agenda.
- Support members of the Council and others at USC to ensure completion of action items from each council meeting.
- Work with the Council Support Coordinator to ensure good corporate record keeping and transparency.
- Maintain an up-to-date working knowledge of all By-Laws, Policies and Procedures at the USC.
- Coach and mentor student leaders to utilize unbiased and evidence-based options in their role.
- Attend all Council meetings and subcommittee meetings
Policy
- Maintain an up-to-date working knowledge of all By-Laws, Policies and Procedures at the USC.
- Support execution of the Corporate Policy Review Cycle.
- Work with the Council Support Coordinator to ensure the following:
- All corporate documents are archived and effective naming conventions are used.
- Creation of standing committee meetings and council meeting agendas.
- Minutes are taken for all subcommittees and council meetings and included in future agenda packages for approval.
- Documents discussed at council meetings are updated, archived and posted to the USC website.
Elections
- Provide training and support to the Elections Governance Committee through a yearly onboarding process.
- Plan and execute yearly Campaign School.
Qualifications
- A University Degree is required
- 2-3 Years management experience preferred
- Experience in an advocacy or government relations environment preferred
- Previous experience in a student politics is an asset
Working conditions
- This position is required to be in-office.
- This position requires a flexible schedule to accommodate evening meetings; core office hours are 8:30-4:30 with evening meetings occurring 4-5 days each month.
- Some evenings (minimum 2 per month) and occasional weekend work required.
- Working at a desk and with a computer for long periods will be required
