POSITION SUMMARY
Reporting to the Human Resources leadership, the Recruiter supports applicants and managers through the hiring process, assisting with applications, sourcing, engaging, and maintaining a positive candidate experience, and ensuring a smooth and efficient recruitment process.
Acting as the main point of contact for recruitment related activities, the Recruiter organizes and attends hiring fairs, creates social media content, and connects with employment partners to promote RainCity’s image and to source candidates. The Recruiter collaborates with managers and the HR Department to determine present and future hiring needs.

SCHEDULE: Monday to Friday 9:00am to 5:00pm. A combination of work from home and from head office.
POSITION QUALIFICATIONS

Many forms of education and experience are valued, including volunteering, and lived experience of mental health/substance use/homelessness; Minimum education and experience include:
  • Diploma or certificate in Human Resource Administration.
  • A minimum of 1 year of related experience in full-cycle recruitment.
  • Non-profit experience is preferred.
  • Excellent computer skills in MS Office, HRIS, and Applicant Tracking Systems.
  • Ability to understand, communicate and support the mission and values of RainCity Housing, and the models/methods of supporting clients including the principles of Housing First and Harm Reduction.
  • Ability to travel throughout the Lower Mainland, Fraser Valley, and Sunshine Coast to attend job fairs and meet with selection committees.
COMPETENCIES
Coordinating recruitment and engaging candidates
  • Coordinates the posting of job competitions, liaising with managers to gather relevant information. Shares job openings in a wide array of channels including online job boards, networking events, and social media platforms.
  • Coordinates the workflow of the HRIS’ Recruitment model. Monitors the status of multiple job openings, following up on the hiring process and checking in with managers and applicants about delays, missing documents, and next steps.
  • Provides training, guidance, and assistance to managers in operating the HRIS Recruitment model. Monitors turnover of hiring managers, facilitating seamless transitions of system permissions change to new managers, and avoiding delays in the hiring process.
  • Reviews the recruitment process and HRIS modules for improvement and enhanced efficiency. Processes updates and configuration of new processes.
  • Works closely with programs and services to understand their recruitment needs and develop creative solutions to staffing challenges. Develops and implements innovative strategies for sourcing candidates, especially for difficult to fill positions.
  • Develops relationships with external stakeholders to source diverse and qualified candidates, including building partnerships, networking, and attending career fairs. Utilizes social media, referrals, and other means to identify and attract candidates.
Candidate and Selection Committee Experience
  • Creates a positive candidate and hiring manager recruitment experience, including proactively communicating, being timely and responsive.
  • Provides candidates with benefits, salary, and culture information.
  • Supports HR Coordinators with the onboarding process, providing a welcoming and seamless onboarding experience for new hires.
Building Organizational Capacity
  • Collaborates with analysts on an advanced hiring model and predictive analytics projects, coordinating hiring efforts to meet organizational needs.
  • Makes recommendations to support the development and implementation of sound competency focused recruitment practices organization wide. Develops selection criteria and assessment tools.
  • Develops and provides training to hiring managers on recruitment policies, procedures, and best practices. On an ongoing basis, coaches the selection committees on interview techniques and processes that minimize bias in the selection process.
Labour Relations
  • Escalates contentious selection recommendations to Human Resources leadership.
  • Advises hiring committees on collective agreements, legislation, and policy/procedure to the recruitment process.
  • Fosters a positive labour relations environment by developing a relationship with the union(s) and assisting or leading in resolving selection related grievances, including participating in mediation/arbitration, if necessary.
Related duties
  • Maintains currency on best practices in Human Resources and recruitment.
  • Assists managers with interviews, candidate assessments, and reference checks as needed.
  • Supports Talent Acquisition Specialist on implementation of strategies, including the development and amendment of job descriptions.
