BC Assessment is currently looking for a Lead Business Analystto join our Information & Technology Services team in Victoria, BC! This is a temporary opportunity until March 2026.

Job Overview
The Lead Business Analyst provides Information Management and Information Technology (IMIT) planning, business analysis, project management, implementation support and client support services for BCA program areas. Reporting to the Manager, IT Services Management, this position will lead various Vendor Management activities, including process optimization, vendor performance management, and vendor relationship-building. This position may also lead ITIL-related activities such as process development and documentation and service metrics reporting, as needed during the term.
You need to be a proactive, detailed-oriented, analytical, customer-focused individual that is able to synthesize complex information in order to understand issues. You are able to prioritize tasks, coordinate resources and make sound decisions that contribute to the success of the organization. You enjoy breaking apart complex tasks and coming up with innovative solutions to completing those tasks according to a predefined fixed schedule. You work well at all levels of the organization.
Relationship-building skills, communication skills and organizational ability are key to being successful in this role. You must be able to work collaboratively with a wide variety of people, build teams, and support cross-functional teams within the organization. This role requires strong verbal and written communication skills (both technical and non), as well as facilitation skills to conduct information gathering sessions with relevant stakeholders.
Key Accountabilities
  • Applies the theory of business analysis in the planning, reengineering, requirements gathering for business environments, operations, processes and practices for projects.
  • Provides consultation and advice to management on business solution approaches, risks, efficiencies, and costs for important corporate initiatives.
  • Lead the planning and management of multiple systems projects including defining the objectives, priorities, timelines and resource requirements and leading systems professionals for the development of new or enhanced products and services for internal and external customers.
  • Develops plans to ensure resource allocation and utilization is sustainable to meet project delivery dates and ongoing operations.
  • Conducts high level analysis of possible program/systems solutions including developing new concepts, identifying impacts and internal and external linkages, and consulting with internal and external systems professionals.
  • Ensures standardized methods and procedures are used for the handling of changes to IMIT services to facilitate the efficient and timely handling of changes/updates.
  • Initiates and oversees business needs assessments, data collection, technology research and analyzes and assesses options, risks, cost benefits and support requirements of various proposed solutions.
  • Facilitates meetings with management and staff to resolve issues concerned with proposed systems/program change.
  • Defines, describes, and documents the business requirements gathered from internal and external users and customers. Uses an understanding of business issues, processes and outcomes to enhance business performance.
  • Leads the preparation of detailed business cases and project feasibility studies and provides recommendations for approval/funding through the Executive team and Senior Leadership Team.
  • Develops and presents briefing notes and position papers to the Executive team and ITS management team on detailed project proposals, emerging or overlapping issues to guide decision making.
  • Researches, defines, develops, implements and monitors organization's IMIT strategies and policies in support of BC Assessment's strategic and corporate business plans.
  • Manages business impact of systems changes, including leading the development and presentation of user training and educational materials, and leading client meetings to resolve problems related to process changes and linkages.
  • Advocates for BCA technology needs, and contributes to the development of information technology policies, procedures and guidelines.
Location: Victoria, BC - Uptown
Compensation Range: $85,104.95 - $100,033.18* (plus 2.52% TMA)
Competition Close Date: April 14, 2024 @ 11:59PM (PST)
*The range above is based on the salary schedule outlined in the CUPE 1767 Collective Agreement. If you were to be successful in the competition, you would start at the minimum of the range (step 1), with the opportunity to receive an increment after 12 months of service.
This position is included in the bargaining unit.
Qualifications
Note: An equivalent combination of education and experience may be considered.
Education
  • University degree in computer science, systems business analysis, information management, software engineering, or equivalent. University degree in business administration or finance (plus related IM/IT courses) will be considered.
  • Completion of BA certificate in Business Analysis or equivalent certificate.
  • Completion of PM certificate or certified Project Management Professional would be an asset.
  • Completion of ITIL certificate would be preferred.
Experience
  • Four years recent, related work experience in all phases of project development life cycle
  • Directly related work experience includes being responsible for the setting of priorities, and management of IT system deliverables.
  • Experience in business and technology planning, and complex (multi-faceted, multi-stakeholder) project management in a public sector environment is preferred.
  • Property assessment/appraisal, facilitating to groups of people, developing test strategies and test designs, and applying adult learning methodologies and developing training/educational materials is preferred.
