Position Summary
Join the City of Regina as a Licensing Officer!
As the Licensing Officer, you will play a pivotal role in administering various licensing programs, including business, vehicle for hire, and animal licences, among others. Your responsibilities encompass issuing, revoking, and canceling licences, conducting thorough inspections and investigations, and providing exemplary customer service while ensuring compliance with municipal bylaws and provincial regulations. Your duties will involve responding to inquiries and service requests, issuing photo identification and licences, conducting inspections including vehicles for hire and businesses, and documenting outcomes meticulously. Additionally, you will investigate complaints and violations, process licence applications and cancellations, and provide technical advice on relevant regulations and procedures. With a focus on both proactive enforcement and customer service, you will collect fees and fines, initiate prosecutions when necessary, and represent the municipality in court proceedings. This position is the main point of contact for outreach and enforcement of The Body Rub Establishment Licensing Bylaw.
Duties & Responsibilities
Responds to customer inquiries and service requests regarding business, vehicle for hire, animal and other various permits and licences.
Issues photo identification, decals, licences, and permits.
Conducts annual and random inspections of vehicles for hire, documents outcome, and follows up as appropriate.
Inspects vehicle for hire, cameras, and meters to ensure compliance with established policies and procedures and documents record.
Investigates proactively and responds to complaints, violations, or non-adherence to municipal bylaws and provincial statutes and regulations in relation to the licensing programs.
Reviews and processes business licence applications and cancellations.
Processes animal summons.
Determines compliance and issues licence/permit where non-compliant denies/revokes licence/permit.
Processes, cancels, and removes warrants.
Initiates prosecutions if unable to obtain voluntary compliance.
Attends court proceedings as business area representative to verify accuracy of information.
Receives, investigates, and resolves complaints of non-compliance.
Provides technical advice and interpretation of bylaws and regulations.
Collects delinquent licence/permit fees through various account collection methods.
Assembles documentation for court proceedings and update database with outcome.
Completes searches, inputs data, validates data, and generates reports and lists from programs and applications. Knowledge, Skills & Abilities
Knowledge of municipal licensing policies, procedures and processes including fee and fine collection.
Knowledge of enforcement procedures, investigations, collecting and giving evidence, court procedures/judicial processes, prosecution preparation policies, procedures, and practices.
Knowledge of the Summary Offences Procedures Act, 1990.
Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards. Education & Experience
Completion of secondary school or equivalency supplemented by introductory courses in public administration, public relations and/or enforcement.
Driver’s License Class 5.
Minimum of thirty-six months of previous and on-the-job experience in licensing and collections. The Good Stuff

Exposure to stressful experiences/interaction with applicants/clients who are upset, angry, and/or emotionally charged.
