Job description

TransEd Valley line LRT is looking for Maintenance Engineer to join their team of Professionals. Reporting to the Project Maintenance Manager, the Maintenance Industrial Engineer shall provide support to leadership for planning, directing, and guiding the Maintenance and Operation of Infrastructure and Facilities. Working with the multiple leadership areas, this individual will ensure TransEd meets Commitments to our client (PA compliance) and Asset Management commitments of safety, asset stewardship, reliability, and cost. This position includes focus on LRV maintenance, Facilities (including OMF, Davies, Churchill, and all other Stops), Trackwork, OCS (including all Utility Complexes), Comms, Signaling, Civil assets including Superstructures, Geo-Technical, Stormwater Drainage, Parking, and Landscaping.

Who We Are

TransEd Valley Line LRT is the first piece of the Valley Line project in Edmonton. Connecting Mill Woods to downtown Edmonton, the Valley Line allows commuters to go from the Southeast of Edmonton to anywhere the LRT stops.

Roles and Responsibilities
  • Provide input to Planning including:
  • Provide technical expertise and oversight to contracts.
  • Review and provide input to ongoing preventative (PM), corrective (CM) and emergency maintenance (EM) work orders on infrastructure including creating the required Work Instructions (WI) for the maintenance technicians. This relates to inspections, test, commissioning, modifications, repairs, operation, and/or maintenance of equipment is completed to meet proper standards.
  • Review and provide input to plans for and provision of stand-by, emergency response resources.
  • Review and provide input to contingency and emergency plans.
  • Review and provide input to investigating and reporting on asset performance.
  • Provide input to planning, engineering and replacement of assets through capital maintenance programs.
  • Liaise with key stakeholders and their representatives.
  • Continuously provide input to the multiple leadership areas concerning opportunities for improvement, refinement of Maintenance and Operational Plans/ Procedures to ensure the efficiency of the organization.
  • Provide technical assistance to the operation and maintenance of all the assets. Ensure all assets are effectively functional, reliable and safely operated and maintained to meet customer expectations.
  • Typical Activities:
  • Ensure O&M activities are technically proficient.
  • Work to provide integrity and reliability of the Valley Line LRT infrastructure to a world class standard. Engineering supports the availability of the Valley Line LRT passenger services reaching a target of 100% and well above the contractual minimum.
  • Assist Managers, Supervisors and Other Management Staff with the identification of the scope and quality requirements and potential service providers and preparation of tender documents (the technical portion). Participate in evaluation and selection of the contracted service providers to the high standards meeting corporate and contractual requirements.
  • Ensure the development of programs to appropriately maintain or extend the life of the infrastructure assets.
  • Evaluate historic and current Infrastructure conditions and performance, assess current operating procedures and processes, and maintenance programs to consider their effectiveness. Provide recommendations to improve work practices.
  • Provide technical assistance to the Testing and Commissioning of existing and new assets in the infrastructure.
  • Ensure adequate testing is performed on assets to ensure passenger, public and personnel safety objectives are met.
  • Directly participate, observe testing methods, and validate test reports.
  • Report any shortcomings that may impact operations, make recommendations to mitigate.
  • Provide technical assistance to O&M for asset failures.
  • Provide technical assistance to incidents of electro-mechanical equipment/subsystem failures. Help with troubleshooting, repair/ rebuild, as necessary.
  • Participate/ Lead in Failure analysis, incident investigations (as they pertain to equipment), participate in the investigation of loss or near loss incidents by examining equipment, gathering data, and determining root cause and making recommendations for prevention of future loss incidents. Upon instructions participate take lead for various critical meeting like FRACAS, FRB, NCR and Change Management.
  • Ensure Significant failures are communicated appropriately and escalated.
  • Manage issues arising and relations with all stakeholders. Liaise with Stakeholders and ensure communication and understanding of execution of duties in the area of responsibility.
Health, Safety, Environmental and Security
  • A good understanding of, maintaining awareness of and following relevant health, safety and environmental legislation, TransEd Operation rule book, standard operation procedures, health, safety and environmental requirements and instructions within own role and organization.
  • Continuously monitors area of responsibility to ensure compliance with legislation and TransEd safety procedures. Overall responsibility of passengers, staff and goods to enable compliance with regulations through safe and effective rail operation.
  • Maintains an awareness and follows TransEd emergency, accident/incident plan, policy and procedures.
  • Constructively challenges unsafe practice at all levels and report through the necessary channels.
  • Informs/alerts the control center to any hazards which have been spotted along the route.
  • Understands the risk of ill health and the impact of wellbeing on the safety of an individual, others at work and the public. Understands strategies for fatigue management e.g., sleep quality, and stress management.
  • Manages own fitness to enable work to be carried out competently in order to reduce the risk to health and safety to self and all stakeholders.
  • Working knowledge of requirements and process for ensuring rail safety and security on the line, at stations and depots.
  • Constantly maintains a secure environment and responds to security issues and takes appropriate action in the event of a breach of a security as accordance with company safe operation procedures, policies and safe systems of work.
Qualifications
  • Graduation from an accredited College or University with a Bachelor’s degree in Engineering, preferably Mechanical Engineering.
  • Professional accreditation in a related field of Asset Management, Maintenance Management or Reliability Management and/or
  • Infrastructure/ Light Rail Transit related education or including (but not limited to) Alberta Trade certificate, or Technologist Diploma
  • Formal Supervisory training is considered an asset.
  • Relevant experience required (i.e. directly linked to the requirements of the position/role)
  • Five years experience in a Technical Management or Leadership role preferably in Rail Transit Operations and Maintenance (or a similar environment)
  • Familiarity with various corporate HR practices is an asset.
  • Fast learning, systematic thinking and planning, logical decision making in a complex technical environment.
  • Able to work under pressure in a real time operational environment without panic; excellent sense of time and priority.
  • Specialized or cross-functional knowledge / relevant experience required by the position/role
  • Valid Driver Licence
  • Knowledge of health, safety and environmental management processes
  • Advanced communication and interpersonal skills
  • Advanced knowledge and understanding of LRT operation and costs associated with the providing safe, effective passenger service
  • Job and Project planning, management experience
  • Knowledge of O&M Rail Standards such as APTA, IRIS, CSA, IEEE, ISO, CEC
  • Effective technical communication/reporting both orally and in writing
  • Safety awareness in electro-mechanical, civil infrastructure (roads/ bridges) environment
