Our 10 branches, together with our website www.surreylibraries.ca serves a population of more than 575,000, offering a wide range of physical and digital items, electronic resources, programs, and services to people of all ages and interests.

There is an opening for the position of Manager, Community Branchesat Cloverdale and Fleetwood.This is an exempt full-time (35 hours per week)position reporting to the Director, Public Services. The Manager, Community Branches is responsible for planning, organizing, leading, controlling, staffing and coordinating two Community Branches.

Major Responsibilities and Duties

  • Directs, supervises and co-ordinates personnel involved in the operation of the Community Branches.
  • Develops, recommends and implements policy, methods, procedures and practices for the Community Branch, in accordance with Surrey Public Library policies, Provincial, Municipal and other regulatory bodies.
  • Prepares, administers and co-ordinates the Community Branches’ budgets and ensures that the budgets are effectively maintained and controlled.
  • Acts for the Director, Public Services in the incumbent’s absence in directing, co-ordinating and representing the Public Services Division when necessary.
  • Participates in the development and review of the Community Branches’ and Library Board’s policies and priorities to meet the public’s need for branch library services.
  • Assists in providing general direction for the development, co-ordination and promotion of widely varied Community Branch programs.
  • Develops and prepares plans of service.
  • Assists in planning and developing the construction, maintenance and operation of library facilities. Ensures the maintenance of the Library facilities.
  • Controls the expenditure of funds and monitors the collection of fees and revenues.
  • Participates in the ongoing evaluation of long-term planning affecting branch services and programs.
  • Exercises considerable independence and managerial discretion to ensure that the management objectives of the Library Board, Public Services Division and the Community Branches are effectively met.
  • Publicly represents the Library in various civic activities.
  • Meets and liaises with such groups as community associations, institutions, groups and others to discuss library services and operations, and to promote library use.
  • Communicates and maintains an effective working relationship with the Library Board and staff, City personnel, representatives of other library organisations, government agencies, etc.
  • Co-ordinates committees and special projects as requested by the Director, Public Services.
  • Prepares various reports and correspondence on projects and policy matters.
  • Investigates complaints and resolves by taking appropriate action.
  • Hires and promotes those employees reporting to this position.
  • Provides for the training and development of employees.
  • Reviews employee performance on a continuing basis and prepares appraisals for subordinates.
  • Oversees employee discipline ranging from verbal and written warnings and suspension, up to and including discharge.
  • Represents Management in Labour Management and grievance matters, as required.
  • Interprets, upholds and proposes changes to the terms and conditions of the Collective Agreement.
  • Authorises Personnel forms affecting employees such as:leaves, overtime, education refunds, employee requisitions, etc.
  • Performs other related duties.

Qualifications, Knowledge, and Skills

  • Master of Library Science from an A.L.A. accredited university program.
  • Three to five years’ experience in a public library or equivalent public service experience, particularly in a supervisory or team leader role.
  • Thorough knowledge of current trends and developments in public library service, particularly in the area of branch services.
  • Awareness and sensitivity to community library service needs to develop responsive collections and programs.
  • Understanding of concepts and terminology related to budgeting, information technology and labour relations in a library setting.
  • Excellent interpersonal and communication skills in maintaining an effective working relationship with Library staff, appropriate city personnel, and representatives of other library organisations, government agencies, etc.
  • Excellent organisational skills in managing multiple projects and working under time constraints.
  • Excellent management and leadership skills, with ability to delegate and give clear direction.
