Job description

WORK ILLUSTRATION:
Responsible to develop and deliver the Facilities Capital Program including: planning, design, execution and reporting.  Liaise with all business units to plan and execute their projects within THESL owned and leased buildings. Responsible to maintain legislative requirements in the design and execution of the Facilities Capital Program. Manages all vendor relationships, scorecards and contracts to support the Facilities Capital Program including the RFP process. 
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.
KEY RESPONSIBILITIES:
-Manages the planning and execution including vendor engagement, scope, cost and schedule for the annual facilities capital program/projects. 
-Oversees facilities program execution performed by external resources in accordance with contractor safety management program requirements. 
-Mitigates day-to-day operational risks that impact program attainment.  Oversees the analysis and reporting of facilities capital program key performance indicators and outcomes.
-Supports all other business units with project support in THESL owned buildings.  This includes planning, design, execution and reporting. 
-Manages vendor relationships and agreements with external service providers (and monitors costs, service levels, performance, safety standards and quality measures as per the agreed upon terms and conditions). 
-Works with vendors/stakeholders to identify project scope and deliverables. Resolves day-to-day and escalated issues as required. 
-Leads requests for proposal (RFP) for additional services as required.
-Develops forecast for short and long-term facilities capital program requirements and develops detailed investment plans to support. 
-Develops business cases to support major programs including: Building Emissions Reduction, Building Consolidation and work station standards. 
-Participates in annual investment portfolio planning process (IPPR) to identify corporate facilities asset requirements to maintain the infrastructure that supports critical business operations, replace assets that are past their useful life and in poor condition for facilities assets (buildings and stations). 
-Leads and manages the facilities lifecycle management program.  Identifies deficiencies as part of building condition assessments to determine the architectural, fire and life safety, mechanical & electrical, civil, plumbing and security Improvements. 
-Translates outcomes to asset program and required funding. 
-Participates as subject matter expert to support the development and defense of regulatory evidence for the Facilities Asset Portfolio.
-Responsible to plan and execute projects that conform to all required legislation including: Ontario Building Code, OHSA and city bylaws.
-Manages day-to day activities to comply with required environment, health and safety (EHS) legislation, regulations, policies, procedures and practices. 
-Conducts office and field inspections and audits performance for alignment with requirements.  Provides coaching and feedback to team to reduce and/or eliminate EHS hazards and risks, introduce controls and maintain and improve EHS performance. 
-Conducts incident investigations and root cause analysis (proactive and reactive) to continually drive EHS performance. 
-Acts to resolve escalated health and safety concerns.
-In alignment with organizational programs, practices and collective agreements, manages employee performance, attendance and training and development. 
-Provides coaching and feedback to motivate and engage employee outcomes in the attainment of departmental goals and objectives; acts to address gaps in performance which may impact outcomes. 
-Provides varied growth opportunities and supports specific rotations for all employees.  Responsible to ensure all project sites conform to THESL policies, programs, procedures and legislative requirements.  
 
REQUIREMENTS:
-Undergraduate degree in Business Administration, Commerce, Operations or Facilities Management or other relevant area.
-Seven (7) to ten (10) years professional experience in facilities, real estate or asset management.
-Five (5) or more years progressive project and/or supervisory experience.
-G-class drivers license required.
-Project Management Professional (PMP) or Professional Engineer (P.Eng) is an asset.
-Knowledge of: Building Automation Systems & Central Maintenance Management Systems, SharePoint.
-Familiar with Ontario Building Code, OHSA/ MOE regulations.
-Knowledge of property management services, property acquisition and disposition processes.
-Knowledge of ISO 9001, 14001, 45001 and 55001 standards.
-Ability to troubleshoot building mechanical and electrical systems.
-Ability to handle complex situations, and resolve difficult or non-routine issues.
-Experience in Project Management and the OHSA requirements (inspections, notifications, duties and forms).
-Knowledge of Microsoft Office including:  Word, PowerPoint and Excel.
-Knowledge/experience with Archibus to manage real property information and processes.
-Strong vendor management skills.
-Stakeholder and engagement skills.
-Strong verbal and written communication skills.
-Financial Acumen regarding budget planning, business case development and accruals.
-Problem Solving and Conflict Management skills.
-Strong Customer Service skills.
