The Provider Compensation and Strategic Partnerships Branch's role within the Health Workforce Planning and Accountability Division of Alberta Health supports and implements compensation models for providers who deliver publicly insured services under the Alberta Health Care Insurance plan. This branch is comprised of three units: Insured Services and Compensation Design, Alternative Compensation Delivery, and Budget and Analytics. Each unit has a specific focus of activities to support the branch's mandate.
The Insured Services and Compensation Design Unit maintains and updates the Schedule of Benefits for services delivered by Physicians, Optometrists, Podiatrists, Podiatric surgeons, and Oral and Maxillofacial Surgeons. The unit has two specialized teams, one responsible for the Schedule of Medical Benefits (SOMB) and the other for Allied Health Benefits (including Oral Surgery, Podiatry, Podiatric Surgery, and Optometry Schedules of Benefits). The unit is a leader within Alberta Health for system-level strategic and policy direction related to physician and allied compensation.
Role
Reporting to the Director of Insured Services and Compensation Design, the Insured Services Manager is the business lead for the fee-for-service compensation framework for physicians. As the leader, the Manager is responsible for evaluating the model, researching new options, consulting with stakeholders, and developing strategies to manage the Physician Services Budget.
This specialized role requires supervisory skills and knowledge about the fee-for-service physician compensation model. In addition, the broader strategic goal is to ensure the schedules under the Alberta Health Care Insurance Plan have a standard, transparent pricing mechanism, with a focus on fairness and equity among and between different types of physicians, with a clear taxonomy system for the coding structure of the SOMB and the descriptions for listed physician services. Success will rely on consultation with external and internal stakeholders.
Moreover, the position manages strategic and operational policy development and/or revision for physician fee-for-service compensation. Strategic and operational advice is provided to Branch, Division, and Ministry leadership based on the incumbent's evaluation of outcomes, proposals, and strategies to determine the feasibility and impacts on a variety of areas, including Alberta Health Care Insurance Plan (AHCIP) claims processing, new system capabilities, and on external stakeholders. This advice enables decision-making regarding the continued enhancement and innovation of the healthcare system. Policy advice, guidance, and data analysis under the direction of the Manager also inform current and future physician negotiations.
Furthermore, the Manager supports internal, external, and interprovincial advisory committees and working groups on physician compensation.
Qualifications
A University degree in a related field (preferably in Public Policy, Public Health Sciences, Social/Policy Sciences, Public Administration, Health Care or Health Care Administration, or a related discipline), and a minimum of four (4) years of progressively responsible in business or economics, public administration, health care, policy management, and negotiations.
Required experience includes:
- Strong, broad knowledge of the health care system and provider compensation strategies in Alberta together with knowledge of funding models and options used in Alberta and other jurisdictions
- Extensive knowledge and broad understanding of government and Alberta Health (AH) objectives, goals and strategies.
- An understanding of the structure of the health system and the roles and relationships of the key stakeholders.
- A broad knowledge of economics, accounting, statistics and finance and the ability to apply them to physician compensation.
- An understanding of the rules and regulations governing the payment of physicians and allied health care providers in Alberta.
- Knowledge of and ability to apply, the principles and concepts of economics, qualitative and quantitative research and analysis techniques
- Strong financial management skills are also required for management of substantial budgets.
- Broad knowledge regarding Alberta's health system, policy, legislation, and funding of health services
- Knowledge of the Canada Health Act, the Alberta Health Care Insurance Act, and associated regulations.
- Experience in the health care system and/or health research and/or the medical device or pharmaceutical industry
- General knowledge concerning the history and evolution of the health system in Alberta including Alberta Health's relationships with key stakeholders.
- Project management training
- Master's Degree
- Negotiating experience

- ATB Place North, Edmonton. This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
