Manager, Sourcing and Procurement

Annual salary: $ 103,900.00 - 131,400.00
What you'll do
- Manages the delivery of Sourcing and Procurement services to assigned client groups for a wide range of materials and
administrative support staff, reviews a broad spectrum of sourcing requirements which range from low to high value,
complexity and/or risk. Ensures efficient, cost-effective sourcing strategies are developed and implemented to achieve
optimum value from vendors. Contributes to the development of longer term procurement plans by providing input and
recommendations on opportunities to reduce spend and enhance efficiencies.
- Manages and leads a team of procurement analysts, and administrative support staff engaged in the Sourcing and
application. Reviews a broad spectrum of sourcing requirements which range from low to high value, complexity and/or risk
This involves reviewing and clarifying client needs, determining the sourcing method most appropriate to the material or
service need and influencing client groups to choose that route in the interests of reducing spend and mitigating risk. This
also involves the development of vendor performance measurements, negotiation of contract terms and conditions,
preparation of final contract documentation and transitioning to post-award delivery of contracted materials or services.
- Participates at the department level in the development of longer term procurement plans by providing input and
Business Group procurement team through open communication and effective problem resolution.
- Reports regularly to the department manager on the status of procurement and sourcing activities carried out by the
KPIs can be met. Provides input into the design and maintenance of KPIs influencing team functions and outcomes.
- Monitors and balances work load for the assigned team, including monitoring commodity codes and associated limits for
- Retains accountability for contract management and administration functions for tactical contracts greater than $5 million
- Promotes the development of effective relationships with key internal and external contacts including client groups,
- As a representative of BC Hydro, meets regularly with high spend suppliers, and addresses and resolves client and
opportunities. This involves the application of persuasive influence
- Provides guidance to procurement professionals and vendor selection teams in the development of negotiation strategies
supplier relations throughout the life of the contract and beyond.
- Maintains up to date knowledge of best practices, policies, systems procedures, legal requirements and market
- Tracks market conditions and economic influences which impact medium to high spend categories and services
This involves complex analysis of factors that frequently change, include highly technical materials and requires forecasting
based on factors which may be unpredictable (eg will the service or material being sourced be influenced in the longer term
by a pending change in regulations, availability, unpredicted cost increase or labour shortage which could affect security of
supply?). In highly technical situations, may have access to forecasting/modeling expertise in-house to provide support in
assessing the long term.
- Impacts of decisions made on the sourcing strategy selected by procurement professionals and analysts within the
frames.
- Identifies and pursues opportunities to enhance business processes relating to the Business Group’s Sourcing and
streamlining of local work contracts or the centralization of document maintenance. The emphasis on cost avoidance,
spend reduction and mitigation of risk in the new procurement organization requires creativity and innovation in the
identification of potential economies. Problem-solving is assisted by in-depth knowledge of existing procurement systems
and procedures, along with corporate PPP& C guidelines, but these require customization and adaptation to meet the
specific needs of the business and of the client groups. Analysis is conducted independently, but where the potential exists
to affect procedures in other Sourcing and Procurement roles outside of the immediate area, consultation with the direct
manager (M2 or M3) is initiated.
What you bring
- University degree in Business Administration (specialization in Supply Chain/Accounting/Finance), Economics,
- A minimum of five years’ managerial/leadership in Procurement or Business Operations or equivalent combination of
- A professional designation such as SCMP, PMP, CPA
- Strong business and strategic thinking skills
- Demonstrated relationship building with internal and external stakeholders
- Well-developed communication/influential skills
- Experience working in an ERP system (eg: SAP/PeopleSoft/PassPort)
