Manager, Supply Chain Policy and Analytics

What you'll do

  • BC Hydro's Supply Chain function is integral to keeping the business running and the lights on. The Supply Chain Policy
and Analytics team is part of Supply Chain and consists of two collaborative streams - Policy and controls; analytics and
reporting. This team plays an essential role in ensuring procurement policies adhere to legal and regulatory requirements
and are being appropriately and consistently applied – all through a system of effective governance, internal controls, cross-
company awareness, training, and compliance monitoring. The team also provides analytics and reporting services and
solutions within the Supply Chain function and across BC Hydro to help harness the power of data-driven analytics and
Supply Chain intelligence and comply with the reporting requirements per regulatory and legal obligations.
  • We have an exciting opportunity for an individual to lead the Supply Chain Policy and Analytics team. This position reports
to the Senior Manager, Supply Chain Central Services and is part of the Supply Chain Central Services leadership. The
team has approximately five professional staff and contractors.
  • The Manager, Supply Chain Policy and Analytics is a pivotal role for a dynamic strategic thinker who will take a long-term
perspective on managing the two streams to achieve strategic objectives and help meet BC Hydro's mandate, while
ensuring that the day-to-day operations are run effectively and efficiently.
  • This role demands a visionary leader with the energy and commitment to shape and execute comprehensive frameworks
in Supply Chain analytics, data and reporting, as well as Policy and controls and to lead our Supply Chain into an era of
data-driven insights, decisions and plans as well as effective Procurement policy awareness and compliance across BC
Hydro.
  • The position will advance Supply Chain reporting and Analytics, policies and controls through engagement with the
business, integration of best practices and management approaches, and leveraging technological advances, information,
and collaborative delivery models. As such, the ideal candidate will improve Supply Chain intelligence across the company
and contribute to the strategic management of Supply Chain through insightful analytics, progressive reporting framework
and holistic policy management approach.
Some of the responsibilities of this role include:
  • Overseeing the governance of maintaining and interpreting BC Hydro’s procurement policies and internal control
procedures within BC Hydro’s Management and Accounting Policy and Procedures (MAPP) repository that reflects the
intent of the Board and Senior Management and meets internal control objectives.
  • Analyzing policies and effectiveness of policies in achieving management and internal control
objectives while ensuring that all BCH procurement policies/procedures and internal controls are in compliance with
applicable regulatory and legal requirements.
  • Developing and managing the procurement internal control annual plan and reporting findings to the
Governance Committee and key stakeholders.
  • Engaging with the stakeholders to get insight into developing the most effective and efficient approach to ensure policy
awareness, ease of access, and understanding of policy information.
  • Overseeing the development and implementation of training and compliance monitoring for existing, new or revised
procurement policies and procedures or where issues are identified through internal control reviews.
  • Designing and implementing a robust service delivery model of the reporting and Analytics stream to ensure team
effectiveness and high-value proposition to the Supply Chain function and BC Hydro stakeholders.
  • Executing the plans to elevate Supply Chain reporting and Analytics function by streamlining the delivery of Supply Chain
data, development and supply of key reports to provide insights and drive business and process performance improvement
and regulatory and legal compliance.
  • Developing short and long-term analytics and reporting roadmaps to prioritize resources and the continued investment in
technology to support the effective delivery of Supply Chain objectives, ensuring alignment with the enterprise-level IT and
Supply Chain solutions and process strategies.
  • Identifying and regularly consulting with key business stakeholders throughout BC Hydro to understand their reporting
requirements for Supply Chain information. Ensuring that the team is the one source of truth on procurement data/
information and managing the development of reports to meet stakeholder requirements.
  • Overseeing the procurement reporting process, maintaining relationships and/or providing reports and data to
government, legislative bodies and Supply Chain Senior Management.
  • The ideal candidate must bring the perfect balance of business savvy and strategic orientation to get the job done. They
must be able to hold true to the long-term vision of what we are doing, take a pragmatic approach to achieving it and create
full engagement with their teams and business groups.
  • It is vital that this role provides novel solutions to business problems and can provide expert advice, mentoring and
leadership across BC Hydro and their respective teams. Therefore, our ideal candidate will quickly be able to build and
leverage relationships and create environments conducive to teamwork. They will be able to identify issues and see it as
their role to understand the details and facts of a situation in order to bring clarity to others and recommend solutions that
will be widely supported and implemented.
  • They must have a growth mindset, be able to stay calm in pressure situations and effectively teach and coach to ensure
team and organizational alignment. They must be solution-focused, motivated by the delivery of results, and the success of
their teams in creating sustainable change to benefit the company. The successful candidate will have the ability and
judgement to adapt their leadership style to engage the team and organization to get things done and achieve the plan.

What you bring

  • Post-Secondary degree in business, Supply Chain, computer science or related field.
  • Minimum of 8 -10 years of related business experience, including 3 - 5 years in a management capacity, in a large
organization or equivalent combination of education, training, and experience may be considered.
  • Strong interpersonal, excellent written/oral communication, presentation, and facilitation skills to effectively influence and
collaborate with diverse groups of stakeholders, facilitate decisions and resolve conflict
  • Proficient with presentation software including in MS Office.
  • Experience with ERP systems, SAP, SAC, PowerBI will be an asset.
  • Experience with policy, governance, controls management will be an asset.
  • Experience working in a complex business environment, with multiple stakeholders and strategic considerations.
  • Strong leadership skills demonstrated by a track record of building, leading, developing and managing diverse teams and
stakeholder engagement
  • General business acumen and flexibility is important for this position as, in addition to the above responsibilities, the
position will be involved in other departmental priorities as needed, including continuous improvement and other projects as
required.
