Reporting to the Manager of Design Technology & Support with the Engineering Enablement team at Hydro One. Support the Work Program Analyst in delivering resource planning services and reports within the context of the Engineering organization. Support engineering managers to assign design resource to deliver released projects. Analyze implications of project status changes from the moment of initial estimate to the moment of full funding release.

 

General Accountabilities:

  • Support the Engineering Resource planning team to faciliate resource planning activitivies withing the Tx Engineering overall team.

  • Extract reports from Resource Management tools to present to team stakeholders for review and updating.

  • Supporrt the Engineering Resource planning team with process improvements to the resource planning tools.

  • Analyze large sets of data to identify resourcing gaps and potential improvements.

  • Assist in the developing of estimate based on materiel and engineering design resource reports; and forecasting by applying project management, engineering, procurement, accounting, construction and commissioning standards, processes and policies. Coordinate the inputs of a variety of project related subject matter experts within E&CS, Project Management, Work Optimizations as well as other LOBs.

  • Organize engineering design resource forecast reports and supply/demand reports to support work planning and funding decisions. Work with members of Organization, such as Engineering, Project Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project award and resource availability, construction date and design deliverables.

  • Present Resource Forecast Report and other related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide update weekly to management and creating the interface for on-line web posting.

  • Receive and evaluate reports from Work Optimization and Project Management regarding project status changes (partial/full awards, cancellations, on hold, I/S date modification#). Provide weekly checking with Work Optimization on project status accuracy and implications of I/S date changes. Report to the Estimating and Scheduling Engineer/Officer and to the Manager of Equipment Engineering & Special Projects any issues regarding project status changes as they pertain to the materiel and equipment ordering.

  • Create forecasting reports based on active estimates database. Analyze resource, equipment and materiel forecasting procedures and reporting.

  • Assist in the development and maintenance of business processes as related to engineering estimating, resource forecasting, and equipment and materiel forecasting.

  • Perform other duties as required.

 

Selection Criteria and Essential Competencies:

 

  • Requires a knowledge of project management, engineering and accounting principles to perform cost analysis and cost control operations related to the preparation of estimates, forecasting and demand reports.

  • Requires a knowledge of computer technology for the compilation of reports and retrieval and extraction of data.

  • Requires a good knowledge of English to communicate effectively with others to prepare presentations and technical reports.

  • Knowledge and experience is considered to be normally acquired through the completion of 4 years of relevant university training (Grade XII plus 5 years) or equivalent level of equivalent level of education

  • An excellent understanding of the Project Delivery Model/Project Life Cycle.

  • Requires a knowledge of scheduling, estimating, cost control techniques and business administration

  • Flexibility and adaptability regarding changes to work, re-prioritization and managing multiple projects or tasks.

  • Demonstrated record of self-motivated behavior and perseverance to accomplish objectives in spite of obstacles.

  • Demonstrated ability to coordinate work (technical and non-technical), and work in a team environment.

  • Demonstrated record of solving problems that require analysis  of numerous alternative solutions, and exercising judgement

  • Demonstrated ability to work under minimal supervision

  • Requires experience in the application of work methods, resourcing of work, logical sequencing of events and resolution of common problems in these areas.

  • Requires strong organization and coordination skills to effectively support, mentor and coach.

  • Requires experience in the application of various computer systems and software.

  • Requires experience working with Saas solutions as well as advanced analytical skills in Excel and PowerBI

  • A period of over 6-8 years is considered necessary to gain this experience
