As the Parking Services Supervisor, you will be responsible for overseeing the day-to-day operations of the Parking Services branch, which operates as a self-funded business unit of the city. The branch’s revenues are managed to cover operational costs, fund significant capital investments, meet debt repayment requirements and return funds to reduce overall taxation. Parking Services is responsible for parking planning, enforcing traffic bylaws, management of public parking facilities – including three parkades and twenty-four surface lots, on-street pay parking, time restricted and resident only zones, event parking, equipment maintenance/collections, public EV charging and multiple parking permit programs.

1. Help Lead the City’s parking operations
  • Supervise all operational functions (including staffing, maintenance, enforcement, asset management) for the effective operation of a growing system, currently consisting of three parkades, single and double space parking meters, pay stations, 23 off-street surface lots and more than 200 on-street blocks with time limits or residential restrictions.
  • Support the Manager in all aspects of business unit budgeting (current revenues of $8.5m) and departmental work planning. Implement creative solutions regarding facility operations to increase efficiencies and/or revenues.
  • Assist with research, development, and implementation of parking related information technology systems; technical knowledge of specialized information systems, relevant regulations/legislation, and industry trends is critical.
  • Manage or assist with the delivery of capital projects and/or coordinate with other city departments or contractors.
2. Traffic/Parking Bylaw Enforcement
  • Enforcement of on- and off-street parking and problem solving to address a high volume of service requests.
  • Undertake primary screening of disputed bylaw parking offence notices under the Adjudication system.
  • Human relations support for a team of nine internal staff.
  • Assist Manager with oversight of the contracted parking operation consisting of 17 employees, including a manager, two supervisors, meter technicians and contracted parking patrollers/bylaw officers.
3. Internal Service Delivery
  • Provide technical expertise to other departments in the areas of policy and planning relating to parking.
  • Participate in various committees as required (Outdoor Events, Coordinated Enforcement, Traffic Safety, etc.) and provide approvals for special event, construction, and film permits that impact parking.
  • Review and update parking related bylaws and policies as needed
  • Develop, implement, and maintain Parking Services staff manuals.
4. Manage budget:
  • Assist Manager with development and ongoing monitoring of annual base, operating and capital budgets.
  • Operating budget (2024): Revenue $8.5M, Expenses $4.9M, Reserve Contribution of $2.48M & Contribution to Reduce General Taxation of $1.15M
  • Capital budget: $600k-$1.1M Annually
  • Parking Reserves (2023): Downtown $7.7M – S. Pandosy $2.1M – Rutland $523k – Boating Facilities $627k
5. Manage Human Resources:
  • Direct reports: 9 (8 full-time and 1 casual)
  • Develop, inspire, hire, assess, discipline, evaluate and reward employees.
  • The supervisor requires strong human relations abilities to help lead a large team delivering Parking Services across the City, totaling 28 staff (11 internal, 17 contracted – including casual/on-call).
  • Branch operates 7 days a week, with staff on shift between 7am and midnight.

Credentials - Union

Knowledge - Non Union
Required qualifications include a post-secondary diploma in Business, Public Administration, Engineering Technology, or a related field, as well as a Parking Management Certification (PMC) and Bylaw Enforcement and Investigative Skills Level 1 (or equivalent). Experience in parking and/or bylaw enforcement is also necessary. Considerable knowledge of provincial acts, bylaws, and regulations related to traffic and parking, adjudication processes, and the legality of different types of evidence is essential for this position.
