Reporting to the Senior Manager Payroll and Shared Services, the Payroll Analyst is responsible for processing data appropriately to ensure the accuracy of employee payrolls. He/she is responsible for interfacing the time management system for on-board employees and locomotive engineers. She/he analyzes systems, identifies issues, proposes solutions to uncommon and complex problems, provides training and communication to implement desired changes. She/he performs a number of analyses related to the company's payroll expenses or any other issue arising from the processing of payroll system data, proposing effective, easy-to-administer solutions. She/he provides support to the Payroll and Shared Services team and to the Senior Manager by assisting in the prioritization of operational and management tasks from time to time. He/she also acts as a resource person for all payroll-related issues.
Responsibilities:
Responsible for payroll and time management processes for on-board employees:
  • Responsible for analyzing systems to identify problem areas, and recommending solutions to resolve complex issues and optimize the system;
  • Documents and addresses issues requiring escalation to obtain a decision in the application of a new policy, and participates in the development of appropriate change management plans;
  • Manages the implementation and integration of enhancements and tests related to VIP payroll system projects and processes; impact on the interface between systems;
  • Assess risk level of enhancement options;
  • Establishes a process for coordinating enhancement activities between teams to establish effective and efficient processes.

Analyses and reports:
  • Analyzes the impact of changes to collective agreements and proposes simple-to-administer alternatives;
  • Analyzes grievance decisions and provides payment application guidelines to respect agreements;
  • Responsible for analyses related to payroll expenses, as well as analyses to measure the impact of payroll changes;
  • Analyzes monthly, quarterly and annual reconciliations, identifies problem areas, develops procedures to address identified issues;
  • Monitors tasks and processes assigned to payroll and shared services clerks;
  • Ensures compliance with third-party payment deadlines: payroll deductions, garnishments, union dues, group insurance, pension plans, etc;
  • Works in collaboration with the analyst in charge of pension plan administrative management.

Contact:
  • Acts as a resource person by providing support to managers, employees, human resources, labor relations and all areas related to payroll and shared services;
  • Acts as a resource person by providing support to the payroll and shared services teams;
  • Acts as a resource person with external partners such as governments and the pension plan administrator;
  • Assists the Senior Manager of Payroll and Shared Services in prioritizing tasks and issues to ensure compliance with deadlines and application rules.

Subsidiary payroll processing:
  • Responsible for complete payroll cycle for VIA Rail subsidiary;
  • Responsible for year-end processing for VIA Rail subsidiary;
  • Responsible for third-party remittances for VIA Rail subsidiary;
  • Contact person for VIA Rail subsidiary;
  • Support for VIA Rail payroll closing steps.
Requirements :
  • Bachelor's degree in accounting or business administration or DEC with relevant experience;
  • Good knowledge of general accounting and accounting year-end processes;
  • A minimum of 6 years' experience in systems management and/or operational tasks in the field of accounting operations;
  • Accredited training from the National Payroll Institute and knowledge of the Canada Labour Code are valuable assets;
  • Very good knowledge of MS Office suite (Word/Excel/Powerpoint), TEAMS, Sharepoint and aptitude for systems related to accounting operations;
  • Knowledge of the VIP payroll and human resources system (DLGL) and knowledge of a time and attendance system are important assets. Experience in applying collective agreements is an important asset.
