Job description

This employment opportunity is restricted to Government of Nunavut employees residing in Iqaluit only.

Reporting to the Senior Procurement Officer, the Procurement Officer will conduct legal tendering for goods, services, construction and request for proposal processes so that the Government of Nunavut (GN) can procure the required goods and services required to deliver Government programs and services to Nunavummiut. Proper procurement processes help the GN to avoid legal and political challenges. The GN must also conduct procurement in accordance with the Canada Free Trade Agreement. The Procurement Officer assists Department managers in defining requirements and providing information and guidance on procurement practices. This will require knowledge of Public Procurement Practices as they evolve in response to judicial rulings.

The Procurement Officer operates within industry-recognized practices and GN guidelines to provide client departments with supplies and services in an expedient and cost-effective manner, while considering legal obligations and the Nunavummi Nangminiqaqtunik Ikajuuti Regulations, to ensure the best value on behalf of the GN. This position therefore impacts the efficiency of the GN and, in turn, the services to employees, managers, other departments and residents. Failure to supply goods, services and construction in this manner can seriously affect the operations of the client departments both financially and operationally. Failure to supply goods and services in this manner negatively impacts the Government’s ability to delivery services to Nunavummiut.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized college diploma in Business, Finance, Project Management or related field, plus three (3) years of experience in a purchasing/procurement related field, finance, engineering, project management. Experience in conflict resolution and negotiation, experience dealing with a cross-cultural environment and experience with PC software (word processing, spreadsheets and databases are also required for this position. Experience in the Request for Proposal processes, evaluation of proposals, issuance and evaluation of construction tenders and tenders for Goods and Services are an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
