Duties

The Program Advisor provides strategic advice and recommendations to the Senior Security Officer (SSO) on sectoral matters; manages risk analysis and resolution of issues directed to the SSO’s attention; is accountable for overseeing the provision of integrated business management services for the Departmental Security Sector, including financial, administrative and related planning services; plans and coordinates corporate initiatives, programs and projects including the assessment and development of processes; ensures the ongoing review of security based practices, processes and tools, recommends improvements and changes to achieve efficiencies and standardization for quality assurance; and oversees development and preparation of briefings, backgrounders, and presentations for the Departmental Security Sector.

Work environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Intent of the process

The purpose of this recruitment and selection process is to establish a pool of qualified and/or partially qualified candidates to staff one (1) term position.
The pool may also be used in the future to staff similar positions on a term or indeterminate basis within the PPS and for other organizations.

EDUCATION:
Successful completion of a post-secondary educational program* related to the position OR an acceptable combination of education, experience, and training.
  • The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Degree equivalency

EXPERIENCE:
E1 - Recent* and significant** experience managing, planning or implementing a broad range of administrative activities related to corporate security.

E2 - Significant** experience drafting and proofreading presentations, briefing notes and/or business cases to the attention of executives or senior executives regarding corporate security matters.

E3 - Experience in the planning and delivery of program planning, organization and management support services within an organization with high profile security requirements.

E4 - Experience in managing multiple tasks and projects simultaneously, meet tight deadlines, and adapt to changing priorities in a fast-paced and dynamic work environment.
DEFINITIONS :
  • Recent means within the past five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis for over a given period of time.

ASSETS
EXPERIENCE:
AE1 - Significant** experience managing projects.

AE2 - Experience coordinating financial activities.

AE3 - A minimum of three (3) years of experience working in corporate security.

Conditions of employment

You must be eligible to obtain both a Site Access Clearance and an Enhanced Reliability Status or a Secret or Top Secret clearance where required. The process involves a background investigation that includes:
  • a loyalty assessment;
  • law enforcement verifications;
  • credit and financial verifications;
  • a security interview wherein questions may include (but not limited to), previous employment, online activities, financial situation, alcohol and/or drug use;
  • personal references as well as previous employers will also be contacted as part of the security screening process.

You must also consent to completing a personal history questionnaire, be fingerprinted, and photographed.
