Position:Program and HR Director (PHRD)

Reporting Relationship: Executive Director

Hours: 37.5 hours per week, Benefitted position

Location: 246 Evans Street, Duncan BC V9L 1P8

Start Date: Immediate

Hourly Wage: The starting salary for this position is $90,000 - $ 97,500 plus a comprehensive extended benefits package upon successful completion of probation.

Supervises: Program Supervisors and provides HR guidance and strategies for agency

The Program and HR Director (PHRD) partners closely with the Executive Director (ED) to lead and integrate the overall operation and organization of CWAV with a primary internal focus on directing the effective and efficient operation of a comprehensive program plan. The PD will provide oversight and direction for new programming and will provide support and supervision for all Program Supervisors. The PHRD will collaborate in charting the growth and sustainability of the Society’s programs in accordance with community needs and opportunities. The PHRD acts for the ED in her absence as required.

Leadership:

  • Holds and helps evolve the vision for CWAV Society over time.
  • Understands CWAV Society’s programs and resources.

  • Establishes and maintains a strong team-based approach to staff management. Supervises, develops, and motivates Program Supervisors and other staff to attain program objectives.
  • Coordinates program activities across all locations to provide continuity and cohesive direction for CWAV and participates in building capacity as the Society expands services.
  • Understands anti-racism practices, builds inclusion, and embraces diversity.
  • Oversees, directs, supports needed training, and is involved in recommendations re: performance, salary etc. for Supervisor positions.
  • Submits quarterly reports to the board of directors.
  • Partners and networks with other agencies and community stakeholders as required.

Program Operations & Planning:

  • In collaboration with the Executive Director, Steering, the Board, and staff, the PHRD identifies service needs, develops annual, mid-, and long-term goals for program development and participates in the assessment and resolution of policies and operational issues on an ongoing basis, reporting/communicating as required.
  • Directs the operation of program services, including establishment and documentation of policies and goals, recruitment, selection, support, supervision, and evaluation of staff, for a range of shelter, support, counseling, and education services with the Society’s mandate.
  • Works with steering committee and board on strategic plan development
  • Facilitates steering meetings to enhance communications between programs. Actively works to find ways to break down silos within the agency.
  • The PHRD contributes to the achievement of high-quality client services delivered at separate geographic locations through implementing best practices, integrating shelter, community, and client support programs, and building strong relationships within the CWAV community and other agencies within the broader community.
  • Assigns and delegates work effectively.
  • Ensures compliance with all contracts; meets reporting requirements and deadlines.
  • Formulates and recommends new or revised operating and program activities to the ED and assists in directing the development, revision, and implementation of the Society's policies, rules, and operational procedures.
  • Provides recommendations to the ED to determine budgetary, operational, and organizational requirements for the agency's program/service areas.
  • Oversees the monitoring of expenses with the Program Supervisors and in consultation with the ED. Provides coaching to supervisors on how to maximize efficiency through funding provided effectively.

Human Resources:

  • Participates in HR planning including recruitment, selection, assignment, mentoring and orientation. Will assist to identify and promote the ongoing learning opportunities at CWAV, including staff development needs, collaboration opportunities, and growth plan/supervision process.
  • Participates in key hiring positions when needed.
  • Develop and implement an employee-centric leadership package for staff.
  • Develop a succession plan for each program including cross-training.
  • Look at current HR trends and practices and integrate them into our culture and procedures.
  • Bring a focus or Equity, Diversity, and Inclusion further into the agency.
  • Develop communication strategies to reduce silos: monthly newsletter, listening tours, supervisor cross training …
  • Go-to conflict resolution, complaints, investigations, and performance management direction for supervisors.
  • Involved in hiring of leadership roles in collaboration with ED.
  • Review hiring and success plans to ensure we exceed our EDI values.
  • Actively finds ways to create staff engagement and recognition.
  • Works with HR Asst closely to ensure the agency follows labor relations laws and best practices.
  • Works with HR Asst to create an efficient HR Portal on ADP to enhance usage of performance support tools.
  • Creates and revises as needed policies and procedures that reflect CWAV values.

Professional and Legal:

  • Understands the Societies Act and ensures compliance with provincial statutes and regulations, terms of collective agreements, by-laws and policies of the Board, and agency policies.
  • Regularly participate in personal professional development - through activities such as workshops, conferences, and professional journals.

Other:

  • Is available on-call for Supervisors with support from the Executive Director.
  • Participates on committees as directed by Executive Director
  • Takes individual responsibility to assist in creating and maintaining a positive work environment.
  • Participates in board meetings as required.

Qualifications:

  • Post-secondary training of Bachelor’s or higher (Master’s degree preferred) in a directly related field and progressively responsible experience in a management role, program management experience in a public sector or not-for-profit environment, or an equivalent combination of education, training and experience. This position requires extensive oversight of management level staff.
  • Strong ability to work within Trauma Informed Practices
  • Strong feminist analysis of violence against women and understanding of anti-racism and anti-oppression work.
  • Strong computer skills – Microsoft 365, Excel, databases
  • Demonstrated knowledge of Employment Standards and experience in Human Resources skills through a combination of education and/or experience.
  • Proven ability to work both independently and collaboratively in a program environment and with other community agencies.
  • Demonstrated capacity to work inter-culturally and build cross-cultural relationships with demonstrated sensitivity and capacity to work with diverse populations.
  • Excellent communication skills, both verbal and written.
  • Satisfactory criminal records check.
  • The position requires superior strategic, analytical, organizational, supervisory and communication skills, including public speaking. Superior interpersonal skills are required for interactions with a diverse group – staff, volunteers, and community. Ability to communicate effectively with people of diverse backgrounds and through a trauma-informed lens.
  • The PHRD will be a proven, experienced professional who is a team player and who provides leadership to the staff and volunteers.
  • Abilities to take initiative, manage multiple and diverse projects and deadlines, to work well under pressure, perform public speaking, manage media, and be able to work both independently and as part of a team are critical.
  • The PHRD is required to maintain confidentiality regarding client and agency information.
  • Use of a vehicle is required.
  • Scheduling flexibility, including evening and weekend work, is required.
