About Us

The Department of Health and Wellness offers opportunities to grow and advance in a dynamic sector that touches the lives of all Nova Scotians. Along with our partners, including the Nova Scotia Health Authority and the IWK Health Centre, we are committed to continually improving our health care system. With a focus on collaborative primary health care, continuing care, improved supports for mental health and addictions, digital health, capital infrastructure, and more, the department is thinking differently about how to plan, fund, legislate and monitor to improve access and service delivery. To do this, we need leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.

About Our Opportunity

An exciting opportunity exists to join the Department of Health and Wellness as a Program Manager, Longitudinal Family Medicine (LFM), within our Physician Services group.
In this position, the Program Manager, LFM, is responsible for the implementation, performance management and oversight of the LFM compensation model. LFM is the newly negotiated compensation model for primary care physicians in the province whereby LFM physicians sign individual contracts for remuneration. It is anticipated that by 2025 the majority of primary care physicians will be funded through LFM.

Primary Accountabilities

As Program Manager, LFM, your role carries specific accountabilities including management and oversight of issuing individual contracts to physicians, facilitating timely distribution of payments, and ensuring quarterly performance management. This role will integrate closely with the work of the Office of Health Professionals Recruitment (OHPR), Nova Scotia Health (NSH) as well as Doctors Nova Scotia (DNS). The LFM Manager plays a pivotal role in managing the LFM program, ensuring the well-being of participating physicians, and contributing to the recruitment and retention of family physicians in Nova Scotia. The manager must also effectively coordinate with various stakeholders to achieve program goals. Key accountabilities include:

  • Overseeing the successful implementation of the Longitudinal Family Medicine compensation model, ensuring that it aligns with the objectives and requirements of the program.
  • Developing and managing a performance management system to monitor and evaluate the performance of LFM physicians. This may involve establishing key performance indicators (KPIs), tracking progress, and providing feedback.
  • Providing leadership within the program/services by utilizing a broad knowledge of policies, programs and legislation to establish collaborative relationships within Government, service providers and key stakeholders. Ensure that mechanisms are in place for managers to monitor and report operational issues, policies, planning, and solutions for identified issues.
  • Identifying opportunities for process optimization and program enhancement to improve the efficiency and effectiveness of the LFM program.

Qualifications and Experience

This may be the right opportunity for you if you are an effective communicator with above average skills in negotiation, problem solving, program analysis, people management, Microsoft Office (including Outlook, Word, PowerPoint, Excel), data analysis/management, financial analysis/management and organizational change management. All these skills must be demonstrated in your work experience to date. This position requires strong organizational and project and program management skills in this fast pace, high profile Branch. You must have the ability to work under tight time constraints and competing priorities, and therefore, the ability to manage a diverse number of programs, tasks and staff requiring ongoing planning/monitoring/implementing will be key to your success.
Ideally you would hold a bachelor's degree and have several years of progressive leadership experience preferably in a public/health sector (or an acceptable equivalent). Preferred qualifications include a master’s degree.
The Government of Nova Scotia has adopted the LEADS Leadership Framework. During the interview, candidates will be expected to express how they have demonstrated the key behaviours and capabilities required to effectively lead in a caring and inclusive environment. LEADS Domains includes Leads Self, Engage Others, Achieve Results, Develop Coalitions and Systems Transformation.
Please follow LEADS (novascotia.ca) for more information.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
