Job Description:
MAJOR RESPONSIBILITIES:
- Organizes, coordinates, leads and implements project activities under the direction of the Manager - IT Delivery and business and functional direction of Project Lead(s).
- Delivers project activities including defining key stakeholders, identifying and managing project risks and issues, building project workplans and schedules with business partners and documenting regular follow-ups to ensure actions are completed on time.
- Participates in the implementation of project activities including the creation of end-user documentation for new/changed processes, as needed.
- Ensures project schedules, resources, budget and details are well organized.
- Organizes and prepares documents, plans meetings and provides updates to the Project Lead(s) and the Manager - IT Delivery.
- Leads and conducts project meetings with key stakeholders, project team members, including CIT and subject matter experts.
- Conducts detailed project research and analysis and makes recommendations to support project goals.
- Creates, maintains and tracks all project documentation to provide validation to ensure deliverables and objectives are met.
- Liaises and communicates with stakeholders, business partners and subject matter experts regularly to keep them updated on project changes, achievements and milestones.
- Guides change management activities with Project Lead(s).
- Supports the Information, Digital and Technology Governance committee project intake and prioritization framework by the standardization of project reporting and project management methodologies.
- Researches potential digital solutions to meet client and/or CIT needs; reports on findings and makes recommendations where required.
- Maintains effective and cooperative liaison with clients, vendors, suppliers, service providers, and staff in other organizations; maintains a high standard of public relations at all times.
- Assists in the development, implementation, and attainment of Section objectives, work plans, and schedules; assists in the same processes for Departmental and Divisional activities.
- Participates in Corporate cross-functional teams focused on improving business processes and operational efficiencies.
- Ensures accurate Section records are maintained in accordance with Corporate policies.
- Participates in the preparation of annual capital and operating budget for the Section and Division budgets.
- Performs such other related duties as may be assigned.
QUALIFICATIONS:
Education/Experience
- Degree in computer science, business administration majoring in information systems, application development, IT infrastructure and networking technologies, or related field, together with a minimum of two years’ related experience with application development, infrastructure support or data center technologies; or
- Diploma relating to computer systems/business application development or IT technology, together with a minimum of four years’ related experience with application development, enterprise system software or data center technologies.
- Project management experience
Skills/Abilities:
- Ability to identify, understand, and meet/exceed internal and external customer service requirements
- Strong understanding of organizational goals and objectives and project management principles
- Ability to establish and monitor project schedules, budgets and delivery processes
- Superior ability to communicate effectively and concisely, both orally and in writing, with the ability to present ideas in a business friendly and user friendly language
- Superior ability to establish and maintain effective working relations with other departments, subordinates, co-workers, and the general public
- Ability to identify opportunities for business process optimization
- Ability to think and act strategically in a public sector environment, including the ability to conceptualize and implement change strategies
- Knowledge of application development, enterprise systems and data centre technologies
- Understanding of applicable data security practices and law
- Highly self-motivated and directed
- Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
- Ability to work well under pressure and deadlines in a fast-paced environment
Assets:
- Broad experience with Web, GIS, ERP,application development technologies, Cloud based systems and technologies and data center technology
- Experience and knowledge with enterprise wide applications, data management, cyber security,
- Knowledge of the functions of City departments, outside boards and local community groups
- Project management certification and knowledge of AGILE and Change Management methodologies
CONDITIONS OF EMPLOYMENT:
- Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
- Must sign and abide by Employee Confidentiality Statement
- May be required to attend meetings outside regular working hours
- May be required to travel to various work locations and provide own transportation
- May be required to be on call
